The Air Force program responsible for maintaining the structural safety of its aircraft faces challenges, however, such as budgetary pressures, regulations, and communication issues. The authors sought insights on these issues by comparing similar programs in other services. Their observations suggest the value of clear policies, independent assessments, standard metrics, and open and clear communication.

This book was released on 2021-03-02 with total page 289 pages. Available in PDF, EPUB and Kindle. Book excerpt: The USAir Force human capital management (HCM) system is not easily defined or mapped. It affects virtually every part of the Air Force because workforce policies, procedures, and processes impact all offices and organizations that include Airmen and responsibilities and relationships change regularly. To ensure the readiness of Airmen to fulfill the mission of the Air Force, strategic approaches are developed and issued through guidance and actions of the Office of the Deputy Chief of Staff for Manpower, Personnel and Services and the Office of the Assistant Secretary of the Air Force for Manpower and Reserve Affairs. Strengthening US Air Force Human Capital Management assesses and strengthens the various U.S. Air Force initiatives and programs working to improve person-job match and human capital management in coordinated support of optimal mission capability. This report considers the opportunities and challenges associated with related interests and needs across the USAF HCM system as a whole, and makes recommendations to inform improvements to USAF personnel selection and classification and other critical system components across career trajectories. Strengthening US Air Force Human Capital Management offers the Air Force a strategic approach, across a connected HCM system, to develop 21st century human capital capabilities essential for the success of 21st century Airmen.

Book Synopsis Organizational structure for Air National Guard tactical aircraft maintenance by :
Download or read book Organizational structure for Air National Guard tactical aircraft maintenance written by and published by DIANE Publishing. This book was released on 1991 with total page 121 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past 25 to 30 years, the active Air Force has made dramatic changes in the organization and structure of fighter aircraft maintenance units, while Air National Guard (ANG) maintenance units have remained substantially the same. The acceptance of the gaining-command concept in 1960 effectively bound the ANG to abide by the training and policy guidelines of the active Air Force. According to this concept each Air National Guard unit is aligned by mission with an active Air Force major command. During peacetime each major command is responsible for providing policy guidelines and monitoring the training of each of its designated units to include conducting operational readiness inspections (ORI). Upon mobilization the various Guard units are integrated with their gaining command to complete a total force structure capable of meeting wartime contingencies. The Vietnam experience taught us some lessons about organizing for combat and training the way we plan to fight. The active tactical air forces (TAF) responded to those lessons learned and to a changing environment by changing the structure of their maintenance organization. The changes that were made could affect the ANG's ability to integrate with the active forces when mobilized and to interact with them during peacetime training, exercises, and deployments.

Available in PDF, EPUB and Kindle. Book excerpt: Annually, CSIS senior adviser Mark Cancian publishes a series of papers on U.S. military forces—their composition, new initiatives, long-term trends, and challenges. The overall theme of this year’s report is the struggle to align forces and strategy because of budget tradeoffs that even defense buildups must make, unrelenting operational demands that stress forces and prevent force structure reductions, and legacy programs whose smooth operations and strong constituencies inhibit rapid change. This report takes a deeper look at the strategic and budget context, the military services, special operations forces, DOD civilians and contractors, and non-DOD national security organizations in the FY 2020 budget.

Book Synopsis Examination of the U.S. Air Force's Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs by : National Research Council
Download or read book Examination of the U.S. Air Force's Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs written by National Research Council and published by National Academies Press. This book was released on 2011-11-17 with total page 254 pages. Available in PDF, EPUB and Kindle. Book excerpt: The ability of the United States Air Force (USAF) to keep its aircraft operating at an acceptable operational tempo, in wartime and in peacetime, has been important to the Air Force since its inception. This is a much larger issue for the Air Force today, having effectively been at war for 20 years, with its aircraft becoming increasingly more expensive to operate and maintain and with military budgets certain to further decrease. The enormously complex Air Force weapon system sustainment enterprise is currently constrained on many sides by laws, policies, regulations and procedures, relationships, and organizational issues emanating from Congress, the Department of Defense (DoD), and the Air Force itself. Against the back-drop of these stark realities, the Air Force requested the National Research Council (NRC) of the National Academies, under the auspices of the Air Force Studies Board to conduct and in-depth assessment of current and future Air Force weapon system sustainment initiatives and recommended future courses of action for consideration by the Air Force. Examination of the U.S. Air Force's Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs addresses the following topics: Assess current sustainment investments, infrastructure, and processes for adequacy in sustaining aging legacy systems and their support equipment. Determine if any modifications in policy are required and, if so, identify them and make recommendations for changes in Air Force regulations, policies, and strategies to accomplish the sustainment goals of the Air Force. Determine if any modifications in technology efforts are required and, if so, identify them and make recommendations regarding the technology efforts that should be pursued because they could make positive impacts on the sustainment of the current and future systems and equipment of the Air Force. Determine if the Air Logistics Centers have the necessary resources (funding, manpower, skill sets, and technologies) and are equipped and organized to sustain legacy systems and equipment and the Air Force of tomorrow. Identify and make recommendations regarding incorporating sustainability into future aircraft designs.

Book Synopsis Ideas, Concepts, Doctrine by : Robert Frank Futrell
Download or read book Ideas, Concepts, Doctrine written by Robert Frank Futrell and published by . This book was released on 1989 with total page 688 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this first of a two-volume study, Dr. Futrell presents a chronological survey of the development of Air Force doctrine and thinking from the beginnings of powered flight to the onset of the space age. He outlines the struggle of early aviation enthusiasts to gain acceptance of the airplane as a weapon and win combat-arm status for the Army Air Service (later the Army Air Corps and Army Air Force). He surveys the development of airpower doctrine during the 1930s and World War II and outlines the emergence of the autonomous US Air Force in the postwar period. Futrell brings this first volume to a close with discussions of the changes in Air Force thinking and doctrine necessitated by the emergence of the intercontinental missile, the beginnings of space exploration and weapon systems, and the growing threat of limited conflicts resulting from the Communist challenge of wars of liberation. In volume two, the author traces the new directions that Air Force strategy, policies, and thinking took during the Kennedy administration, the Vietnam War, and the post-Vietnam period. Futrell outlines how the Air Force struggled with President Kennedy's redefinition of national security policy and Robert S. McNamara's managerial style as secretary of defense. He describes how the Air Force argued that airpower should be used during the war in Southeast Asia. He chronicles the evolution of doctrine and organization regarding strategic, tactical, and airlift capabilities and the impact that the aerospace environment and technology had on Air Force thinking and doctrine.
