Esta se realiza por medio de unos procedimientos en ocasiones demasiado rígidos y casi siempre muy desvinculados de las capacidades y competencias realmente necesarias e importantes para desarrollar un buen trabajo al servicio de todos. Además, las estructuras burocrático-administrativas no siempre tienen un diseño de la suficiente calidad como para fomentar desempeños eminentemente profesionales y asegurar que el personal disfrute de las garantías adecuadas para el desarrollo autónomo de sus funciones al margen de los dictados políticos respecto de aquellas cuestiones donde esta interferencia no es deseable. El presente estudio se ocupa específicamente de señalar los problemas e ineficiencias que, a nuestro juicio, se derivan de un modelo de selección del personal de las administraciones que estimamos muy necesario reformar. Por ello, no solo se analizan los defectos del actual sistema, sino que, conservando sus virtudes y examinando los ejemplos de Alemania, Francia, el Reino Unido, Italia, EE. UU. y la Unión Europea, se proponen y razonan toda una serie de modificaciones, tanto sustanciales y estructurales –que vayan a la raíz del modelo–, como otras que podrían ser objeto de una implantación más progresiva, de los sistemas de selección del personal de las administraciones públicas españolas.
