Book excerpt: The need to have evacuation plans in place for readily implementation for special need populations has become evident after catastrophic events such as Hurricane Katrina. For the purpose of this research special need populations will include, but are not limited to, people with physical disabilities, senior citizens, non-English speaking populations, residents and employees without vehicles, and tourists. The main objective of this research is to evaluate different evacuation procedures for special need populations from large urban areas utilizing current public transit systems. A microscopic simulation model was constructed to analyze real life scenarios for evacuation methodologies. A linear programming optimization model was developed to find the optimum locations for evacuation bus stops for the case study area. The results from this research were very interesting and can aid evacuation planners in the future.

Beyond this, public health today is challenged in a way that it has never been before. Starting with the 9/11 terrorist attacks, public health officers have had to spend significant amounts of time addressing the threat of terrorism to human health. Hurricane Katrina was an unprecedented disaster for the United States. During the first weeks, the enormity of the event and the sheer response needs for public health became apparent. The tragic loss of human life overshadowed the ongoing social and economic disruption in a region that was already economically depressed. Hurricane Katrina reemphasized to the public and to policy makers the importance of addressing long-term needs after a disaster. On October 20, 2005, the Institute of Medicine's Roundtable on Environmental Health Sciences, Research, and Medicine held a workshop which convened members of the scientific community to highlight the status of the recovery effort, consider the ongoing challenges in the midst of a disaster, and facilitate scientific dialogue about the impacts of Hurricane Katrina on people's health. Environmental Public Health Impacts of Disasters: Hurricane Katrina is the summary of this workshop. This report will inform the public health, first responder, and scientific communities on how the affected community can be helped in both the midterm and the near future. In addition, the report can provide guidance on how to use the information gathered about environmental health during a disaster to prepare for future events.

The report offers recommendations for making transit a full partner in emergency evacuation plans and operations, while cautioning emergency managers, elected officials, and the general public to be realistic in their expectations, particularly in a no-notice incident that occurs during a peak service period.

NCEF's research included: a search of 13,000 abstracts in the NCEF database or subjects related to accessibility, special education accommodation, safety and security design, fire safety, and disaster preparedness; a search of the ERIC website and the websites of over 20 state school safety centers; a review of the school emergency preparedness plans of the thirty-nine states that post them online; a review of the numerous reports and guidelines for emergency preparedness planning for the special needs population in general; and a search of the Internet using the keywords "school facilities," "school buildings," and "educational facilities" coupled with the keywords "emergency evacuation," "sheltering," "emergency egress," "disabilities," and similar terms. However, there is very little research inquiry focused on evacuation environments and the behavior of individuals with disabilities. The most widely applied computational method used to study how effective the built environment facilities emergency evacuations in individuals-based modeling. Current pedestrian evacuation models rarely include individuals with disabilities in their simulated populations due to there being very few empirical studies of the evacuation behavior of individuals with disabilities. As a result, the models do not replicate accurate patterns of pedestrian or evacuation behavior of a heterogeneous population, which results in the evacuation needs of individuals with disabilities being generally overlooked. To begin addressing this limitation, our research group at Utah State University (USU) has performed empirical research to observe the microscopic evacuation behavior of individuals with disabilities in heterogeneous population contexts. The purpose of this research was to: (1) develop and analyze evacuation curves to understand and assess evacuation strategies for heterogeneous populations, and (2) analyze the microscopic behavior of evacuees at exit doors necessary for developing credible and valid pedestrian and evacuation models. Doing so will contribute to evacuation models which replicate accurate patterns of pedestrian and evacuation behavior of heterogeneous populations, leading to the consideration of the evacuation needs of individuals with disabilities.
