Its main argument states that a distinction between confidence in representative and regulative institutions and authorities is of crucial importance in order to gain novel insights into the relevance of political confidence for the viability of democratic systems. Relying on individual-level data from the European Social Survey (ESS), the author provides empirical evidence that citizens from a total of twenty-one European countries make a distinction between confidence in representative institutions and authorities and confidence in regulative institutions and authorities. Furthermore, the author shows that both types of political confidence emanate from different sources and are associated with varying consequences. Overall, these findings indicate that confidence in representative and confidence in regulative institutions and authorities establish two qualitatively different types of political confidence, each with distinct implications for the functioning and well-being of modern democracies.

It is observed, whether party cohesion as a form of legislative behaviour, influences the degree of citizens’ subjective perceptions of an adequate political representation. High levels of party cohesion are expected to create individual impressions of an adequate political representation. To test this theory, I generated a roll-call votes dataset to measure party cohesion since 2017. Together with the latest version of the Eurobarometer dataset of 2018, I observe the subjective level of political representation. The empirical analysis through an ordered logistic regression shows that the hypothesis can cautiously be confirmed, meaning that higher levels of party cohesiveness are associated with higher degrees of subjective political representation.

Second, if a European executive order is emerging, how can we explain everyday decision-making processes within it? The goal of this book is two-fold: First, it identifies key institutional components of an emergent European executive order. The nucleus of this order is the European Commission. The Commission, however, is increasingly supplemented by a mushrooming parallel administration of EU-level agencies and EU committees. This book provides fresh empirical survey and interview data on the everyday decision-making behaviour, role perceptions, and identities among European civil servants who participate within these institutions. Secondly, this book claims and empirically substantiates that an emergent European executive order is a compound executive order balancing a limited set of key decision-making dynamics. One message of this book is that an emergent European executive order consists of a compound set of supranational, departmental, epistemic, and intergovernmental decision-making dynamics. Arguably, a compound European executive order transforms the inherent Westphalian order to the extent that intergovernmentalism is transcended and supplemented by a multidimensional mix of supranational, departmental and/or epistemic dynamics. This book also theoretically explores conditions under which these decision-making dynamics gain prevalence. It is argued that the decision-making dynamics emerging within an emergent European executive order are conditioned by the formal organisation of its composite parts and by the patterns of social interaction that emerge among its civil servants. Political processes and political systems can neither be adequately understood nor explained without including the organisational dimension of executive orders.

This volume clearly is a major contribution to the study of how Portugal became part of the European Union as a political system and its development towards Europeanization and domestication. Magone first lays a theoretical framework for the study of Europeanization and discusses political parties, the political system, and Portuguese society in terms of Europeanization. He then examines public administration, how the European Union and the OECD impacted on the modernization agenda, and includes a discussion of the national EU policy coordination. Magone also considers the Portuguese Euro-elite and how they interacted with the Portuguese presidency and the processes of decision-making going on among the different levels of the governance system of the European Union. He highlights a case study of the Portuguese presidency of the European Union, which took place in the first half of 2003. In addition, Magone discusses the impact of the EU structural funds on Portugal, and scrutinizes Portuguese foreign and defense policies, in particular its reconstructed foreign policy, which was clearly instrumental in achieving the independence of East Timor. He reviews the growing integration of Portugal into the emerging structures of the Common Foreign and Security Policy (CFSP), concluding with the challenges that Portugal will face in the future in the education, health, and business sectors. An interesting finding is the growing alienation of the population from the political class, who clearly make all the decisions in relation to the European Union without proper consultation of the population through referenda. Book excerpt: How do individual legislators in the European Parliament (EP) make decisions on the wide variety of policy proposals they routinely confront? Despite a flourishing literature on the European Union's only directly elected institution, we know surprisingly little about the micro-foundations of EP politics. Who Decides, and How? seeks to address this shortcoming by examining how individual legislators make policy choices, how these choices are aggregated, and what roleparties and committees play in this process. It argues that members of the EP lack adequate resources to make equally informed decisions across policy areas. Therefore, when faced with policy choices in policy areas outside their realms of expertise, members make decisions on the basis of perceived preferencecoherence: they adopt the positions of their expert colleagues in the responsible EP committee whose preferences over policy outcomes they believe to most closely match their own. These preferences are difficult to determine, however, which is why legislators rely on a shared party label as a stand-in for common preferences. This results in cohesive parties, despite the inability of EP parties to discipline their members. Who Decides, and How? relies on the respective strengths ofquantitative and qualitative data to shed new light on the inner workings of the EP. It illustrates how legislators make broadly representative decisions under conditions of resource scarcity, informational uncertainty, and problematic policy preferences, and how structurally weak EP parties can act in aninternally cohesive and externally competitive manner when carrying out their policy commitments to Europe's citizens.
