In order to achieve this overall objective, the study consisted of four main tasks: - The analysis of the scope and content of the Directive, providing a detailed description of the Directive's objectives and intervention logic, its provisions, and the scope of application; - The analysis of the organisation of work aimed at implementing the Directive describing the division of labour at EU and Member State (MS) level and accounting for the existing differences among national organisational systems; - The analysis of the implementation of the Directive's provisions, focusing on how the provisions of the Directive have been implemented at the national level, and assessing existing barriers and new challenges as well as best practice as a mean to understand how to improve the implementation and the effects of the Directive; - The overall evaluation of the Directive, which built on the evidence and results of previous tasks, in assessing the relevance, coherence, effectiveness, efficiency, EU added value and sustainability of the Directive. The Evaluation drew on, among other sources, the 2012 review of the European Programme for Critical Infrastructure Protection, the study into the potential impacts of options amending the Directive, and the 2017 Comprehensive Assessment of EU Security Policy.
