In this monograph, Dr. Andrew Dorman briefly examines the European response to the changing security environment and the opportunities presented by the European Security and Defense Policy Expeditionary Force. As he correctly observes, the establishment of a European expeditionary force will be no easy matter, will require substantial investment, and will take years to complete. However, it is the right course for Europe to take. The European Union (EU) cannot manage emerging security issues using Cold War legacy forces because they are too ponderous to deploy. A lighter, more nimble expeditionary force is critical to EU policy.

Book excerpt: The primary thrust of the monograph is to explain the linkage of contemporary criminal street gangs (that is, the gang phenomenon or third generation gangs) to insurgency in terms f the instability it wreaks upon government and the concomitant challenge to state sovereignty. Although there are differences between gangs and insurgents regarding motives and modes of operations, this linkage infers that gang phenomena are mutated forms of urban insurgency. In these terms, these "new" nonstate actors must eventually seize political power in order to guarantee the freedom of action and the commercial environment they want. The common denominator that clearly links the gang phenomenon to insurgency is that the third generation gangs' and insurgents' ultimate objective is to depose or control the governments of targeted countries. As a consequence, the "Duck Analogy" applies. Third generation gangs look like ducks, walk like ducks, and act like ducks - a peculiar breed, but ducks nevertheless! This monograph concludes with recommendations for the United States and other countries to focus security and assistance responses at the strategic level. The intent is to help leaders achieve strategic clarity and operate more effectively in the complex politically dominated, contemporary global security arena.

Not surprisingly, the American presence in Europe will be profoundly affected by the U.S. calculations, and hence by extension, so will NATO. It is no exaggeration that the whispered conversations within the Pentagon reverberate within the halls of NATO headquarters, so the ultimate decision has the potential to rock the Alliance, no matter how benign it may appear to the United States. In this monograph, the author examines America's choices regarding the basing of ground troops in Europe. He considers three major options available to the United States - complete withdrawal, annual rotations, or restructuring the Alliance to accommodate a smaller U.S. presence. Maintaining the status quo in Europe is not a viable option, since it does not rectify the U.S. over-extension of forces or accommodate the dynamics associated with the war on terrorism. While weighing the advantages and disadvantages of each option, he does not lose sight of the ultimate objective of NATO - to provide credible land power for the full spectrum of operations. The author has expanded his concept of the integrated multinational division by introducing a NATO 3-3 Force Structure concept that rests on a smaller NATO ground force adaptive to the capabilities and wealth of member states; increases interoperability (technologically and procedurally); and supports the expeditionary force structure already in progress by the formal establishment of three standing Combined Joint Task Forces (CJTF). Book excerpt: Since the Cold War, the United States and United Kingdom (UK) armed services have undergone significant transformation in response to the radically altered threat environment, new operational demands, and reduced defense budgets. Central to this transformation in both states is an expanded role for private contractors in providing deployed support functions traditionally conducted by uniformed personnel. Despite the similar direction of military reform, the U.S. armed services' approach to battlefield outsourcing has undergone extensive public scrutiny and debate, whereas UK Ministry of Defence (MoD) initiatives have hitherto attracted comparatively little independent assessment. Close U.S.-UK military cooperation over recent years in Afghanistan and Iraq, and the likelihood that both states will remain close allies in future interventions, suggest that the UK MoD's approach to deployed contractor support is a salient issue for U.S. military planners. This monograph analyzes the MoD's outsourcing strategy and identifies those aspects of UK policy and doctrine that warrant consideration by the Department of Defense (DoD) and U.S. armed services. Evaluation of the performance of MoD outsourcing policy and doctrine against measures of cost effectiveness and operational effectiveness reveals two broad observations. The MoD has developed a number of novel command and control mechanisms that have succeeded in rationalizing and removing the risk in commercial battlefield support. But the data necessary to evaluate the real impact of deployed outsourcing have yet to enter the public domain. Similarly, questions remain about the relative cost-effectiveness of organic military provision and contractor alternatives. Comparative analysis indicates that there are no fundamental differences in overarching MoD and DoD outsourcing philosophy, but there are specific MoD initiatives that could enhance the U.S. armed services' ability to manage their deployed contractor support. 7.

How could Japan hope to survive a war with, much less defeat, an enemy possessing an invulnerable homeland and an industrial base 10 times that of Japan? The Pacific War was one that Japan was always going to lose, so how does one explain Tokyo’s decision? Did the Japanese recognize the odds against them? Did they have a concept of victory, or at least of avoiding defeat? Or did the Japanese prefer a lost war to an unacceptable peace? Dr. Jeffrey Record takes a fresh look at Japan’s decision for war, and concludes that it was dictated by Japanese pride and the threatened economic destruction of Japan by the United States. He believes that Japanese aggression in East Asia was the root cause of the Pacific War, but argues that the road to war in 1941 was built on American as well as Japanese miscalculations and that both sides suffered from cultural ignorance and racial arrogance. Record finds that the Americans underestimated the role of fear and honor in Japanese calculations and overestimated the effectiveness of economic sanctions as a deterrent to war, whereas the Japanese underestimated the cohesion and resolve of an aroused American society and overestimated their own martial prowess as a means of defeating U.S. material superiority. He believes that the failure of deterrence was mutual, and that the descent of the United States and Japan into war contains lessons of great and continuing relevance to American foreign policy and defense decision-makers.
