Available in PDF, EPUB and Kindle. Book excerpt: This book investigates the European involvement in managing the nuclear dispute with Iran, shedding new light on EU foreign policy-making. The author focuses on the peculiar format through which the EU managed Iran’s nuclear issue: a ‘lead group’ consisting of France, Germany and the UK and the High Representative for EU foreign policy (E3/EU). The experience of the E3/EU lends credibility to the claim that lead groups give EU foreign policy direction and substance. The E3/EU set up a negotiating framework that worked as a de-escalating tool, a catalyst for Security Council unity and a forum for crisis management. They inflicted pain on Iran by adopting a comprehensive sanctions regime, but did so only having secured US commitment to a diplomatic solution. Once the deal was reached, they defended it vigorously. The E3/EU may have been supporting actors, but their achievements were real.

Available in PDF, EPUB and Kindle. Book excerpt: Political scientists have always accorded interest organizations a prominent place in European Union (EU) policy-making because they connect the EU institutions to citizens, provide important information to EU policy-makers, and control resources that impact on the problem-solving capacity of EU policies. In other words, they are vital to both the input legitimacy and the output legitimacy of the EU. So far, research on interest organizations in EU policy-making has concentrated on EU-level interest organizations and EU-level politics. This edited book draws attention to the role national interest organizations play in the EU multilevel system. All contributions present state-of-the-art research on that subject in the form of theory-driven empirical analyses. Available in PDF, EPUB and Kindle. Book excerpt: Rules are no longer merely made by states, but increasingly by international organizations and other international bodies. At the same time these rules do impact the daily life of citizens and companies as it has become increasingly difficult to draw dividing lines between international, EU and domestic law. This book introduces the notion of a ~multilevel regulationa (TM) as a way to study these normative processes and the interplay between different legal orders. It indicates that many rules in such areas as trade, financial cooperation, food safety, pharmaceuticals, security, terrorism, civil aviation, environmental protection or the internet find their origin in international cooperation. Apart from mapping multilevel regulation on the basis of a number of case studies, the book analyses its consequences in relation to forms of legal protection and legitimacy. In that respect it proposes an agenda for research to study how to cope with multilevel regulation. This work offers valuable resources for researchers involved in studying the interplay between international, European and domestic law. For practitioners it offers background information on the ways in which many international rules come into being.

Book excerpt: The inside story of the European Fund for Strategic Investments from 2015 to 2020 told through interviews with the Managing Director, Deputy Managing Director, members of the Investment Committee and final beneficiaries across Europe. The architects of this €500 billion-plus programme, the head of the EU bank and the president of the European Commission, describe the genesis of this financial pillar of the Investment Plan for Europe. Then the people who ran one of the biggest economic stimulus programmes in history detail how they did it—and what the lessons are for policymakers responding to new crises, including the economic shock caused by the COVID-19 pandemic. The European Fund for Strategic Investments has been one of the good news stories to emerge in a decade of economic uncertainty. It has gone well beyond its highly ambitious target of €500 billion in mobilised investments. The Juncker Plan has made a strong contribution to the 14 million jobs created in the EU between 2015 and 2020. It has become a success in co-financing projects that otherwise might not have been carried through. It has also charted the path towards new ways of financing. This is not only the case in relatively conventional areas, such as infrastructure, but also in sectors like research and innovation or the contribution to climate change mitigation. This is exactly what makes EFSI so ground-breaking: responding to the needs of the market through continuous financial innovation. The principle of the European Fund for Strategic Investments is here to stay. It has paved the way for its successor, the InvestEU programme, which is to be deployed under the 2021-2027 multiannual financial framework. This publication details why the programme was such a success.

Book excerpt: This book investigates the role of banking interest groups and lobbying in the making of the European Banking Union. Facing the politicization of financial regulation in the wake of the crisis, core players of the European banking industry managed to adapt and re-orient their lobbying resources and strategies to influence the reform process. This work advances an original Critical IPE approach, which combines structural power, the collective agency of key socio-economic groups and the issue salience as critical determinants to explain corporate influence in policy-making. The explanatory framework is applied to a comprehensive analysis, tracing the Banking Union’s development within the broader context of the EU post-crisis banking regulation. An in-depth scrutiny of the interest groups’ preferences, coalitions and attainments is thus provided on the pillars of the Banking Union, covering banking supervision, resolution, deposit insurance, as well as the reform of the banks’ prudential requirements and the failed project of an EU banking structural reform.

Available in PDF, EPUB and Kindle. Book excerpt: At the end of the 1990s and the start of the new millennium, globalisation was the main buzzword in the social sciences; nowadays, however, this role has been taken over by governance. So much so in fact that the term has earned considerable credit outside of the academia, and has become the topic of heated discussions in public debates as well. Globalisation and governance are, nevertheless, not independent from each other. It is a pity that a full-blown crisis, such as the global financial and economic crisis of 2007-2008, was needed to make it painfully evident that the success of globalisation and the design of good governance mutually presuppose one another; one cannot exist without the other. As globalization exists simultaneously on the global, regional and national levels, the same can be said of governance as well. Consequently, this volume focuses on each of these highly interdependent levels and gives a critical account of economic globalization and governance. István Benczes is an Associate Professor at the Department of World Economy, Corvinus University of Budapest (formerly known as the Budapest University of Economic Sciences). Currently, he is a Fulbright Professor at Indiana University, Bloomington, US. He earned his PhD in Political Economy at Central European University, Budapest. His main research interests include the political economy of European economic integration and economic transformation of Central and Eastern Europe. He has been teaching International Political Economy, International Economics, European Economic Governance and Development Economics for more than a decade. Book excerpt: This open access book provides the first ever authoritative collection of scholarly insights, based upon original research, into the political groups of the EP tackling the fundamental changes since the Lisbon Treaty and the upsurge of radical right parties. It analyses political groups and their importance from multiple perspectives critically assessing their role and significance in EU politics. Each chapter is authored by leading scholars in the field, working on key topics in relation to political groups: political group formation and function, their role in parliamentary and EU policy-making, the way that Eurosceptic MEPs influence (or not) the Parliament, and the nature and form of interactions with external actors. In doing so, each chapter opens hitherto unexplored ‘black boxes’ in the political work of the EP, such as the internal practices of, and power relations within the political groups, and informal arenas of intra-group decision-making.

Available in PDF, EPUB and Kindle. Book excerpt: Public institutions, companies and governments in the EU and around the world are increasingly engaging in sustainable public procurement – a broad concept that must consider the three pillars of economic equality, social welfare and public health and environmental responsibility when designing public tenders and finalizing government contracts. This book contributes to the development of life-cycle criteria tools and methodologies for public procurement in the EU. It collects both sector-crossing contributions analysing the most relevant theoretical and legal aspects, including both EU law and contract theory, and sector-specific contributions relating to some of the most important sustainable goods and services markets. The book starts with a chapter that discusses the different approaches to including sustainability considerations in buying decisions by both private and public purchasers, and then goes on to examine the EU law on LCC and how it is implemented in different Member States. These chapters address the challenges in balancing economic and sustainability objectives under EU internal market law. One chapter develops the analysis with specific reference to public-private partnership. Another chapter elaborates how multi-stakeholders’ cooperation is necessary to develop LCC, based on a case study of a lighting services procurement. Three sector-specific studies relating to social housing, textile and clothing and IT close the book. With contributors from a range of backgrounds including law, business, management, engineering and policy development, this interdisciplinary book provides the first comprehensive study on LCC within the framework of EU public procurement law.

Available in PDF, EPUB and Kindle. Book excerpt: This book constitutes a systematic and critical assessment of the nature, evolution, and prospects of the development partnership between the 79-member African, Caribbean, and Pacific (ACP) group of states and the 28-member European Union (EU). A core theme that runs through the work is that the ACP’s partnership with the EU remains an important framework for addressing development challenges in the African, Caribbean, and Pacific regions, but needs to adapt to changes in the global political economy, as well as internal developments in both the ACP and the EU, to sustain its relevance and effectiveness. This is crucial for the ACP group, in particular, given its origins in, and core focus on, development cooperation with Europe. The authors in this volume examine the history of the ACP-EU partnership since 1975; the EU’s relationship with the African, Caribbean, and Pacific regions individually; ACP experiences with economic partnership agreements with the EU; and new political issues, in particular, security, migration, and diasporas. Shedding light on the future prospects of this relationship, this book will be of interest to both scholars and policymakers working on the ACP-EU relationship and related development issues, including trade, aid, security, and migration.
