Available in PDF, EPUB and Kindle. Book excerpt: The CAP has traditionally been at the core of the European Communities and even now consumes half of the European Union's budget. This book emphasizes the long-term link between the CAP and the budget. It examines the aims of the Common Agricultural Policy as set out in the Treaty of Rome and discusses to what extent they have been achieved and whether they are relevant to the 21st century. The factors that have shaped the 1992 and 1999 CAP reforms are outlined, with the latter, in particular, demonstrating the budget's effect on CAP and CAP reforms. The internationalization of CAP with constraints being placed on it by the World Trade Organization is another important factor covered by the book. The 1999 reforms are measured against what may be allowed by the WTO and the demands of EU enlargement. This title is published in conjunction with UACES, the University Association for Contemporary European Studies. UACES web site can be found at www.uaces.org

Book excerpt: This book provides an in-depth look at Europe's changing agricultural and food markets, focusing on the impacts of recent policy reforms, enlargement of the European Union (EU), and trade liberalisation. The papers included in this book braid together four important themes in European agriculture and food markets: the impacts of EU enlargement on productivity growth and catching up in the Central and Eastern European countries (CEECs), the influence of food quality standards on market structures in the CEECs and on trade, the impacts of common agricultural policy (CAP) reforms on EU and world markets, and the costs of adjusting to CAP reforms in specific sectors. The insights provided in these papers into the empirical interactions between policies, institutions, and market outcomes, both domestically and internationally, are valuable to policy makers and researchers interested in the future of European agriculture.

Book excerpt: With the conclusion of the Uruguay Round Agreement on Agriculture in 1994, agriculture has for the first time been integrated into world trade rules and disciplines. WTO Members have made a commitment to continue the reform process initiated during the Uruguay Round by starting new WTO negotiations on agriculture by 2000. This book combines academic analysis with practical expertise to discuss, in an accessible and systematic way, some of the principal aspects of these agricultural negotiations, and aims to make recommendations for viable and successful negotiating positions in the new WTO talks on agricultural trade. Several expert articles outline the historical and political background of previous negotiations and policy developments in agricultural trade. Others provide an overview of the key issues for the new round of negotiations, including: the Common Agricultural Policy reform in view of the Millennium Round objectives and future enlargement of the European Union; the prospects for negotiations in the areas of market access and export subsidies; and aspects of primary importance for the future of international agricultural trade such as food safety and quality standards, environmental and animal welfare considerations, and issues under dispute in the WTO. The positions of leading actors in the new round of negotiations, including major countries (Japan and the United States), groups of countries (the European Union, the Cairns Group and net food-importing countries) and European farmers are also presented.

Available in PDF, EPUB and Kindle. Book excerpt: This volume is the result of research and exchange activities within the European Network of Agricultural and Rural Policy Research Institutes (ENARPRI). It synthesizes various analyses related to EU agricultural policies, trade agreements, and the issue of multifunctionality. The book focuses on the impact of regional, bilateral, and multilateral trade agreements that the EU has concluded or is in the process of negotiating, as well as on the interaction between EU policies and trade agreements, in the context of multifunctionality and sustainable development. Most of the trade agreements examined are extremely complex and impact not only efficiency and growth, but also income and welfare distribution within the EU. Special attention is given to the effects of possible WTO negotiation outcomes on the EU and third countries, as well as on the impact of the EuroMed trade proposals and agreements on trade flows and economic development of the EU's trading partners in the Mediterranean.

Book excerpt: Agriculture plays a larger role in the economies of the new Member states of the EU than it does in EU-15. There have thus been fears of the market being flooded by cheap agricultural exports and controversy about the extension of CAP payments. This report, therefore, looks at the impact of enlargement on agriculture both in the new Member states and in the UK. It concludes that structural fragmentation and the lack of capital investment mean that the new Member states are not in a position to undermine EU agricultural markets. However there are concerns about the quality of inspection and food quality. For the UK the Committee think that enlargement is more of a challenge than a threat, especially if the government does more to help promote UK food exports and investments.

Book excerpt: The debate on agricultural policy in the EU has been very lively and politically prominent over the past months. The Common Agricultural Policy (CAP) of the EU has undergone major changes since it was first implemented at the end of the 1960s. Commentators suggest that the CAP changes made in the Agenda 2000 reform package were insufficient to address the problems facing the CAP in the coming years. These include enlargement, new trade negotiations and the demand by European society for a safe, sustainable agri-food system, to name but a few. This report highlights the most pressing challenges to creating a sustainable CAP for the 21st century. It focuses on strategic policy options that are closely linked to the CAP system to be "hands on"; but the report refrains from becoming too specific on policy details, focusing instead on the important strategic questions. It offers six recommendations for good governance, that aim to remove bureaucratic constraints from the food industry, yet strengthen consistency and good practice.

Book excerpt: Accession of the Central and Eastern European Countries is one of the biggest political projects for the European Union. As in all previous enlargements the agricultural chapter proves to be one of the most sensitive fields of the negotiations. This book examines the effects of enlargement on agricultural markets and government expenditure in the candidate countries as well as possible effects of different choices in the politically sensitive areas of direct payments and production quotas. The ten candidate countries have quite diverse economic and agricultural characteristics. Membership in the European Union, therefore, leads to varying macroeconomic effects. Two chapters specifically deal with these aspects and their effects on agriculture as well as likely country-specific developments in Hungary and in Slovenia. The quantitative tools developed and used for this analysis have also been more widely used by governments and institutions in analyses of questions related to enlargement. The book describes and documents these quantitative tools.

Book excerpt: This book provides a stimulating account of agricultural policy which goes beyond a narrow concern with the mechanisms and operation of the Common Agricultural Policy (CAP), and instead constructs a broader canvas, developing an assessment of the relationship between national, international and supranational institutions and actors in the agricultural sector. Among the theses covered by the book are: the different national policy styles across Europe in this sector; the evolution of the CAP; safety and regulation, the environment, and technological developments in food production such as genetic engineering.
