Book excerpt: The infamous Scramble for Africa resulted in random and unlikely borders that remain today. The West partitioned territory for the sake of its short-term goal of influence or mastery. They gave little thought to the long-running consequences for the Africans themselves. This arbitrary carving up of Africa, the colonial policy of divide and rule, and the resultant segmental cleavages in most post-colonial African states may be blamed for the horizontal inequalities, conflicts, and insecurity rampant since independence. In Uganda, as in many other African countries, the most evident of such cleavages have been tribal and ethnic. Recently there have been calls for constitutional reform that would devolve power to the tribal regions and revive the idea of federalism which was the organizing principle in the immediate aftermath of independence. This book highlights the dynamics of ethnic politics in the post-independence sub-Saharan setting in general and the background, meaning, and relevance of the debate on ethnic federalism in Uganda, in particular. Part of the book covers Vick Lukwago Ssalis own experiences growing up in an independent but troubled Uganda. However, its central thesis is based on the voices of selected samples of ordinary people in ten different tribal areas of Uganda and what they comparatively think about the issue of federalism. Is their loyalty growing towards the centre or fading outwards from the troubled state to their integral traditional and cultural units?

Political independence in the early nineteen sixties in much of Africa created expectations of increased development, education and living standards. There was hope that ethnic tensions arising from false colonial boundaries might be transcended by newly emerging socio-economic status-groups. However, the new national boundaries suddenly made aliens of peoples who had migrated and settled in towns distant from their home countries. The interplay of nationality, ethnicity and socio-economic status or class was given a new theatre. Hope was dramatically tempered by nationalist and ethnic conflicts which cut across ethnically mixed, small status groups of neighbours and friends. In Kampala, Uganda, this rapidly unfolding drama resulted in the expulsion of two Kenyan ethnic groups and polarised peoples from northern and southern Uganda. The essentialisation of ethnic and national identity imposed by colonialism was thus taken on in this new situation by the people themselves, with the result that they became 'cultural' starting-points of social and political judgement. Originally published in 1969.

It explores two intimately linked, yet analytically distinct themes: state building and national identity reconstruction following secession and collapse. In Somaliland and South Sudan, rearranging the state requires a complete metamorphosis of state institutions so that they respond to the needs and interests of the people. In Sudan and Somalia, the reconfiguration of the remains of the state must address a new reality and demands on the ground. All four cases examined, although highly variable, involve conflict. Conflict defines the scope, depth and momentum of the state building and state reconstruction process. It also determines the contours and parameters of the projects to reconstitute national identity and rebuild a nation. Addressing the contested identity formation and its direct relation to state building would therefore go a long way in mitigating conflicts and state crisis.
