La perspective comparative a été volontairement privilégiée car elle permet de mieux dégager la spécificité de la ville canadienne. La comparaison est essentiellement centrée sur le Canada et les États-Unis mais n'exclut pas quelques allusions au modèle britannique. Trois avenues disciplinaires ont été privilégiées, celle qui relève du politique, celle qui relève du sociologique et celle qui a trait aux disciplines liées à l'étude et à l'aménagement de l'espace (pour cette dernière, trois axes ou trois niveaux d'analyse ont été retenus et traitent de l'organisation de l'espace, du fonctionnement de l'économie et de la gestion politique tant au niveau national/fédéral que régional ou local). On constate les signes d'une évidente évolution, qu'il s'agisse du passage du semi-social au pénal, c'est-à-dire d'un système de protection à un système de pénalisation ou bien encore du passage de la sphère publique à celle du privé et, enfin, d'une dévolution de pouvoirs qui transfère les responsabilités du niveau central à l'échelon local. On est ainsi passé de la phase de la réglementation par le sommet à une phase de désengagement qui permet les initiatives de la base et du socio-communautaire. Le bilan d'ensemble est à la fois clair et plutôt sombre. Face à l'affaiblissement de la notion de responsabilité collective, l'Impression dominante est de se trouver de plus en plus face à des problèmes sans issue, sans solution mais il est vital de ne pas abandonner. Notre volonté également partagée doit être celle de bâtir la cité idéale, même si cela peut relever de l'utopie. L'ère des illusions et des attentes déçues a conduit à celle du soupçon et de l'impatience. Nous aimerions pouvoir entretenir encore l'Illusion ultime que le progrès est possible. Ce n'est qu'à ce prix que la ville cessera d'être le monde de la barbarie pour devenir celui de la civilisation.

Book excerpt: In Native to the Republic, Minayo Nasiali traces the process through which expectations about living standards and decent housing came to be understood as social rights in late twentieth-century France. These ideas evolved through everyday negotiations between ordinary people, municipal authorities, central state bureaucrats, elected officials, and social scientists in postwar Marseille. Nasiali shows how these local-level interactions fundamentally informed evolving ideas about French citizenship and the built environment, namely that the institutionalization of social citizenship also created new spaces for exclusion. Although everyone deserved social rights, some were supposedly more deserving than others.From the 1940s through the early 1990s, metropolitan discussions about the potential for town planning to transform everyday life were shaped by colonial and, later, postcolonial migration within the changing empire. As a port and the historical gateway to and from the colonies, Marseille's interrelated projects to develop welfare institutions and manage urban space make it a particularly significant site for exploring this uneven process. Neighborhood debates about the meaning and goals of modernization contributed to normative understandings about which residents deserved access to expanding social rights. Nasiali argues that assumptions about racial, social, and spatial differences profoundly structured a differential system of housing in postwar France. Native to the Republic highlights the value of new approaches to studying empire, membership in the nation, and the welfare state by showing how social citizenship was not simply constituted within "imagined communities" but also through practices involving the contestation of spaces and the enjoyment of rights.

Do community organizations help immigrants gain political influence in their neighborhoods and cities? In Civic Hopes and Political Realities, experts from a wide range of disciplines explore the way civic groups across the country and around the world are shaping immigrants' quest for political effectiveness. Civic Hopes and Political Realities shows that while immigrant organizations play an important role in the lives of members, their impact is often compromised by political marginalization and a severe lack of resources. S. Karthick Ramakrishnan and Irene Bloemraad examine community organizations in six cities in California and find that even in areas with high rates of immigrant organizing, policymakers remain unaware of local ethnic organizations. Looking at new immigrant destinations, Kristi Andersen finds that community organizations often serve as the primary vehicle for political incorporation—a role once played by the major political parties. Floris Vermeulen and Maria Berger show how policies in two European cities lead to very different outcomes for ethnic organizations.
