James Sensenbrenner, Jr., Bob Goodlatte, Barney Frank, and Melvin L. Watt. Also present: Kathryn A. Hazeem, chief counsel; John H. Ladd, assistant counsel; Mark Carroll, staff assistant; and Robert Raben, minority counsel. Opening Statement of Chairman Canady Mr. Canady. The subcommittee will come to order. Last December the Congress ended more than 40 years of gridlock by passing the Lobbying Disclosure Act. Efforts to pass the Lobbying Disclosure Act in the House of Representatives began in this subcommittee in what was truly a bipartisan effort, and I want to again thank Mr. Frank, who is the ranking minority member of this subcommittee, as well as Mr. Bryant of Texas for the leadership role that they played in helping move forward the Lobbying Disclosure Act. A week ago today, the Clerk of the House of Representatives and the Secretary of the Senate released information showing that the number of registered lobbyists has doubled since the Lobbying Disclosure Act became effective on January 1 of this year. I believe this shows that the Lobbying Disclosure Act of 1995 is having its intended effect. I would add, however, that to provide additional clarity to some of the acts provisions, subcommittee staff is working on a technical corrections bill in a bipartisan fashion that will address a number of interpretative issues arising under the Lobbying Disclosure Act. Today the subcommittee holds an oversight hearing on ethics in government and lobbying reform proposals. In our first panel today we will hear from a number of our distinguished House colleagues on issues that either were debated or might have been debated in connection with the House's consideration of the Lobbying Disclosure Act last year. First, lobbying has grown exponentially during the past twenty years to exercise enormous influence on American politics. It has almost become a new profession in that time, and therefore deserves a new review and evaluation. Second, lobbying has simultaneously fallen under suspicion and engendered critical resentment in some quarters. Its critics would say it supports "special" (i.e. narrow and well-funded) interests and is oblivious to the general well-being of our democratic life and process. Third, reputable lobbyists have called, therefore, for a clarification of standards and principles for use within their own ranks and as an explanation to the general public of the goals, objectives, and methods of lobbying to forestall misunderstanding and misjudgment. This clarification would provide the lobbying profession with a normative statement parallel to the codes of conduct and ethical practice of the American Medical Association and the American Bar Association.

The empirical part analyzes responsible lobbying in the EU by combining a quantitative analysis based on a survey among 142 lobbyists with a qualitative examination based on interviews. The analysis reveals that criteria of responsible lobbying are fulfilled to a large extent according to the lobbyists. This study comes at a time when researchers and practitioners increasingly recognize the need to establish responsible lobbying by aligning Corporate Social Responsibility (CSR) and lobbying.
