El Plan de Desarrollo de Nariño 2004 - 2007 "La Fuerza del Cambio Continúa", propone 7 líneas estratégicas; el documento preliminar consta de tres partes fundamentales en su estructura, con un diagnóstico enmarcado en tres ejes transversales como son: Derechos Humanos, Cultura y Ciencia y Tecnología, así como el estado del arte en las dimensiones: Social, Económica, Infraestructura, Político Institucional, Ambiental y la Diversidad Étnica. "Armonía con la Naturaleza", es la línea estratégica número 5, convirtiéndose en un tema de interés para su evaluación e investigación. Se puede decir que en el Departamento de Nariño el tema ambiental a pesar de su importancia, no ha recibido el manejo que merece, haciéndose necesario la aplicación de nuevos modelos de conservación y gestión ambiental que permitan aprovechar adecuadamente los diferentes recursos naturales con los que cuenta Nariño. It combines natural science and social science research and also includes indigenous and local knowledge.
