Part 1 looks at the many changes in tourism since statehood (1959) and tourism’s imprint on Hawai‘i. Part 2 reviews the development of public policy toward tourism, beginning with a story of the planning process that started around 1970—a full decade before the first comprehensive State Tourism Plan was crafted and implemented. It also examines state government policies and actions taken relative to the taxation of tourism, tourism promotion, convention center development and financing, the environment, Honolulu County’s efforts to improve Waikiki, and how the Neighbor Islands have coped with explosive tourism growth. Along the way, author James Mak offers interpretations of what has worked, what has not, and why. He concludes with a chapter on the lessons learned while developing a dream destination over the past half century.

Book excerpt: How Hawai'i became an emblem of multiculturalism during its journey to statehood in the mid-twentieth century Gateway State explores the development of Hawai'i as a model for liberal multiculturalism and a tool of American global power in the era of decolonization. The establishment of Hawai'i statehood in 1959 was a watershed moment, not only in the ways Americans defined their nation’s role on the international stage but also in the ways they understood the problems of social difference at home. Hawai'i’s remarkable transition from territory to state heralded the emergence of postwar multiculturalism, which was a response both to independence movements abroad and to the limits of civil rights in the United States. Once a racially problematic overseas colony, by the 1960s, Hawai'i had come to symbolize John F. Kennedy’s New Frontier. This was a more inclusive idea of who counted as American at home and what areas of the world were considered to be within the U.S. sphere of influence. Statehood advocates argued that Hawai'i and its majority Asian population could serve as a bridge to Cold War Asia—and as a global showcase of American democracy and racial harmony. In the aftermath of statehood, business leaders and policymakers worked to institutionalize and sell this ideal by capitalizing on Hawai'i’s diversity. Asian Americans in Hawai'i never lost a perceived connection to Asia. Instead, their ethnic difference became a marketable resource to help other Americans navigate a decolonizing world. As excitement over statehood dimmed, the utopian vision of Hawai'i fell apart, revealing how racial inequality and U.S. imperialism continued to shape the fiftieth state—and igniting a backlash against the islands’ white-dominated institutions.

Book excerpt: An examination is made of the factors which have resulted in the emergence of Hawaii as a tourist destination area. The relative importance of various factors which tourists seek in the destination areas they visit are considered. In turn, these are compared with the attributes of Hawaii, a successful destination area. It is considered that the characteristics of visitors to Hawaii are similar to those of actual and potential visitors to other Pacific destination areas. Accordingly, the records of the Hawaii Visitors Bureau are examined and a fairly com- hensive picture of Hawaii's visitors is presented. The fundamentally important role of air carriers in the development and expansion of Pacific tourism is discussed firstly with regard to Hawaii and secondly with regard to other Pacific areas. The undesirable factors frequently associated with Hawaii as a result of a comparatively high cost of living and a "commercialized" atmosphere prevalent in the popular resort area of Waikiki are discussed in similar fashion. The emergence of vertically-integrated forms of business organization in Hawaii's tourist industry is of prime concern to this study. A number of the major large-scale tourist/residential developments now underway and planned in the State of Hawaii are examined. The quality of such developments as well as the nature of their principals are of direct interest to all Pacific tourist areas both actual and potential. It is noted that air carriers in particular are becoming increasingly active in the development of resort property. The significance of their actions in developing such property and of their role in promoting tourism generally are considered highly important to the future of the industry. After considering a number of traditional roles which governments have played in the promotion and development of their own tourist industries, the thesis concludes by by recommending further measures available to governments of Pacific (and other) destination areas which seek to expand their tourist trade. Such measures involve negotiations with vertically-integrated organizations such as those now appearing in Hawaii. It is speculated that the growth and development of tourism in other Pacific areas may be markedly enhanced if such other areas are able to attract large-scale, vertically-integrated resort developers to their shores.
