Book excerpt: This compilation of essays covers a variety of subjects: economics, politics, law, finance, education, media, military, and international relations, focusing on public policy in the emerging economy of Nigeria. Put together in one neat volume, the essays are at once original as they are full in depth and breadth. The methodological approach to this collection was based on a careful dissection of crucial aspects of public policy in their raw elements and placed in the context of their conceptual and empirical groundings. The book marries theory and practice to critique policy choices and proffer alternative options to fill the gaps where necessary. The eclectic mix of theories deployed for analysis stands out from the conventional approach seen in standard textbooks. No book on the market will have engaged with the effect of monetarism and supply-side economics versus public ownership and dependency logic; theories of democracy and pluralism versus militarism and dictatorship; distributive justice versus social justice; and "free and fair" election as a concept against "substantial compliance" with legal requirements at the end results. The intersection between theoretical assumptions and public policy is the mechanic's workshop for this book. The essays have been written to appeal to a wide audience across different socio-economic strata, but also carefully manicured by data to raise their essence beyond a passing interest in the subject matter, to one the reader will generally find arresting, and certainly illuminating. Rather than producing a single-subject standard text in a typically isolated fashion, the approach to this volume is deliberately multidisciplinary as it is multifaceted. This book is part of the African World Series, edited by Toyin Falola, Jacob and Frances Sanger Mossiker Chair in the Humanities, University of Texas at Austin.

The theory is drawn from a branch of contemporary political economy which can also be labeled the collective-choice school. The data are drawn from Africa. The book extends the methods of reasoning developed in collective choice from their original base-the advanced industrial democracies-to new territory; the literature on rural Africa. Such as extension challenges the power of this form of political economy. It also enriches it, for the central questions which motivate the contemporary study of political economy are often addressed with unique clarity in the scholarship on rural Africa.

Available in PDF, EPUB and Kindle. Book excerpt: In this book, Jeremiah I. Dibua challenges prevailing notions of Africa's development crisis by drawing attention to the role of modernization as a way of understanding the nature and dynamics of the crisis, and how to overcome the problem of underdevelopment. He specifically focuses on Nigeria and its development trajectory since it exemplifies the crisis of underdevelopment in the continent. He explores various theoretical and empirical issues involved in understanding the crisis, including state, class, gender and culture, often neglected in analysis, from an interdisciplinary, radical political economy perspective. This is the first book to adopt such an approach and to develop a new framework for analyzing Nigeria's and Africa's development crisis. It will influence the debate on the development dilemma of African and Third World societies and will be of interest to scholars and students of race and ethnicity, modern African history, class analysis, gender studies, and development studies.

Book excerpt: The first edition of State and Society in Nigeria, published in 1980, was and remains a dominant influence in teaching, research, policy and practice of state-society relations in Nigeria for more than a generation. The volume of essays has remained one of the most cited in the field – testimony to its enduring content and perspective as well as the beauty, accessibility and clarity of its language. This new edition revisits, extends and reconsiders aspects of the first edition in light of developments in the literature since 1980 and offers new insights and interpretations on issues of political economy, politics, and sociology such as the country’s Civil War (1967-1970) the political economy of oil, debt, and democratization and the complexities and ethnic identities and rivalries and religious accommodation and conflict, and of the multiple ways in which they intersect with one another.

Book excerpt: Democradura: Essays On Nigeria's Limited Democracy is a collection of articles penned by Professor Femi Mimiko, mni, over a 30-year period. The broad theme is Nigeria's tortuous attempts at building democracy and laying the basis for nation-building and inclusive development, undertaken over the past 57 years of the country's relative political independence. Taken together, the 164 essays in the book traverse diverse issue-areas, from education, through contestation for power by a notoriously fractious ruling elite, to Nigeria's tentative engagement with the global system. While the narrative is largely conducted within the theoretical rubric of political economy, this is done in an easy-to-comprehend manner, which makes Democradura a compelling addition to the rich corpus of literature on the Nigeria project.

Book excerpt: Leadership and Governance is a collection of essays on political economy, leadership and governance, and corruption and community development, as well as on information technology and education. This book, thus, presents a broad overview of the major problems facing the Nigerian economy. Towards that, the contributors highlight the relationship between good leadership and governance and the economic health of Nigeria as they explore the forces for a meaningful change in the polity. This book asserts that political leaders in Nigeria should be held to a higher standard of leadership and governance in order for the economy to grow and develop for 'common good'. Nigeria's educational system is the foundation for its national development. But this is impossible without investing in human capital (education and health), fixing the existing dilapidated infrastructure and institutions and acquiring technological capability that drive the economy. The power of productivity of the Nigerian economy cannot rise above the quality of its leadership, governance and graduates. Today Nigeria's young democracy is in a state of uncertainty because of ineffective leadership and governance as well as lack of accountability. Since all the essential factors are missing in Nigeria's scheme of affairs, its economy as well as the democracy transition will continue to choke and stagnate. There are myriad ways to reform the Nigerian educational system, improve its quality of graduates and the state of the economy. But closing the nation's higher institutions for five months on the pretext that there is no money to meet teachers demands is not a way to improve the state of education and its weak economy. The trouble with Nigeria's democracy is that the people do not get the type of government they want. For instance, praying to God only, as President Goodluck Jonathan often does, to rescue the nation from its challenges is not by any means a strategy to solve Nigeria's socioeconomic and political problems. His administration needs to adopt a long-term strategy for creating a learning culture to improve the state of education and the security situation so as to tackle its development challenges. This includes motivating the teachers, treating them as professional they really are, and providing them with the tools to effectively educate the youths. Like the Nigerian economy without functional infrastructure and institutions, the leaders cannot strip the teachers of the tools they need to perform their duties and expect them to perform miracles. New challenges require new paradigms. The political leaders should adopt new, effective and innovative methods to meet the needs of the economy, the rapidly growing population and the ethno-religious and politically dynamic society. This book posits that without a paradigm shift in values, beliefs and thinking on ways to reform the Nigerian educational system, as well as to invest in the commanding heights of the economy, its educational system and the economy would remain prostrate with its attendant catalogue of human misery.

Book excerpt: Peter Bauer, a pioneer of development economics, is an incisive thinker whose work continues to influence fields from political science to history to anthropology. As Nobel Laureate Amartya Sen writes in the introduction to this book, "the originality, force, and extensive bearing of his writings have been quite astonishing." This collection of Bauer's essays reveals the full power and range of his thought as well as the central concern that underlies so much of his diverse work: the impact of people's conduct, their cultural institutions, and the policies of their governments on economic progress. The papers here cover pressing and controversial issues, including the process that transforms a subsistence economy into an exchange economy, the reputed correlation between poverty and population density, the alleged responsibility of the West for Third World poverty, the often counterproductive results of foreign aid, and the effects of egalitarian policies on individual freedoms. Bauer addresses these and other matters with clarity, verve, and wit, combining his deep understanding of economic theory and methodology with keen insights into human nature. The book is a penetrating account of how to develop a prosperous economy alongside a free and fair society and a stimulating introduction to the work of a man who has done so much to shape our modern understanding of developing economies and of the relationship of economics to the other social sciences. "This selection of essays will give readers a wonderful opportunity to learn about the rich world of cognizance and analysis erected by one of the great architects of political economy. I feel privileged to be able to offer this letter of invitation."--From the introduction by Amartya Sen, Nobel Laureate in economics
