Available in PDF, EPUB and Kindle. Book excerpt: This dissertation consists of four distinct essays. In an essay entitled "Claim Timing and Ex Post Adverse Selection: Evidence from Dental 'Insurance, ' " I explore the impact of strategic timing on insurance market allocations. If people can delay a claim just long enough to buy more insurance coverage in anticipation of it, severe adverse selection may result, and in extreme cases, this can lead to the complete unraveling of an insurance market. I study these forces by analyzing dental treatments and insurance, with the goal of understanding insurance in the market for dental care and also revealing lessons that apply to insurance markets more broadly. Using rich claim-level data from a large firm, my analysis reveals that the strategic delay of treatment and the associated adverse selection may be an important factor in explaining why so few people have dental coverage in the US and why typical dental "insurance" contracts provide so little insurance. More generally, my results suggest that insurance products without contract features designed to limit coverage for strategically delayed costs (e.g., open-enrollment periods, pricing pre-existing conditions) may generate unraveling. An essay entitled "The Hated Property Tax: Salience, Tax Rates, and Tax Revolts" (with Caroline Hoxby), explores the relationship between the salience of the property tax and observed property tax rates. We hypothesize that high salience explains the unpopularity of the property tax, the level of the property tax, and prevalence of property tax revolts. To identify variation in the salience of the property tax over local jurisdictions and over time, we exploit conditionally random variation in tax escrow, a method of paying the property tax that makes it much less salient. We find that areas in which the property tax is less salient are areas in which property taxes are higher and property tax revolts are less likely to occur. In an essay entitled "Private Coverage and Public Costs: Identifying the Effect of Private Supplemental Insurance on Medicare Spending" (with Neale Mahoney), we explore the impact of private supplemental insurance on Medicare spending. Private supplemental insurance to "fill the gaps" of Medicare, known as Medigap, is very popular. We estimate the impact of this supplemental insurance on total medical spending using an instrumental variables strategy that leverages discontinuities in Medigap premiums at state boundaries. Our estimates suggest that Medigap increases medical spending by 57 percent---or about 40 percent more than previous estimates suggest. Back-of-the-envelope calculations indicate that a 20 percent tax on premiums would generate combined revenue and savings of 6.2 percent of Medicare baseline costs. An essay entitled "The Effect of Insurance Coverage on Preventive Care" (with Mark Cullen), explores the effect of insurance coverage on preventive care utilization. Using health insurance claims data from a large company, this paper examines the implementation of an insurance benefit design which differentially increased the marginal price of curative care (non-preventive care) while decreasing the marginal price of prevention. We examine the effect of the differential price change on the use of preventive procedures. We reveal evidence consistent with an important negative cross-price effect; that is, increases in the price of curative care can depress preventive care utilization.

Book excerpt: For a number of years, I have been teaching and doing research in the economics of uncertainty, information, and insurance. Although it is now possible to find textbooks and books of essays on uncertainty and in formation in economics and finance for graduate students and researchers, there is no equivalent material that covers advanced research in insurance. The purpose of this book is to fill this gap in literature. It provides original surveys and essays in the field of insurance economics. The contributions offer basic reference, new material, and teaching supple ments to graduate students and researchers in economics, finance, and insurance. It represents a complement to the book of readings entitled Foundations of Insurance Economics - Readings in Economics and Finance, recently published by the S.S. Huebner Foundation of Insurance Education. In that book, the editors (G. Dionne and S. Harrington) disseminate key papers in the literature and publish an original survey of major contributions in the field.

Conventional theory holds that people purchase insurance because they prefer the certainty of paying a small premium to the risk of getting sick and paying a large medical bill. This book presents a new theory of consumer demand for health insurance. It holds that people purchase insurance to obtain additional "income" when they become ill.

Available in PDF, EPUB and Kindle. Book excerpt: Winner, 2013 John Button Prize Tony Abbott is the most successful Opposition leader of the last forty years, but he has never been popular. Now Australians want to know: what kind of man is he, and how would he perform as prime minister? In this dramatic portrait, David Marr shows that as a young Catholic warrior at university, Abbott was already a brutally effective politician. He later led the way in defeating the republic and, as the self-proclaimed “political love child” of John Howard, rose rapidly in the Liberal Party. His reputation as a head-kicker and hard-liner made him an unlikely leader, but when the time came, his opposition to the emissions trading scheme proved decisive. Marr shows that Abbott thrives on chaos and conflict. Part fighter and part charmer, he is deeply religious and deeply political. What happens, then, when his values clash with his need to win? This is the great puzzle of his career, but the closer he is to taking power, the more guarded he has become. ‘Since witnessing the Hewson catastrophe at first hand, Abbott has worn a mask. He has grown and changed. Life and politics have taught him a great deal. But how this has shaped the fundamental Abbott is carefully obscured. What has been abandoned? What is merely hidden on the road to power? What makes people so uneasy about Abbott is the sense that he is biding his time, that there is a very hard operator somewhere behind that mask, waiting for power.’ —David Marr, Political Animal ‘This is no character assassination. Marr is not afraid to praise Abbott in places and respects his political skills and intelligence.’ —Michael McGuire, the Advertiser ‘David Marr is as brilliant a biographer and journalist as this country has produced.’ —Peter Craven, Australian Spectator ‘If you want to hit a man where it hurts, hit him in the groin. David Marr doesn’t miss in his Quarterly Essay profile.’ —Chris Wallace, Canberra Times David Marr is the multi-award-winning author of Patrick White: A Life, Panic and The High Price of Heaven, and co-author with Marian Wilkinson of Dark Victory. He has written for the Sydney Morning Herald, the Age and the Monthly, been editor of the National Times, a reporter for Four Corners and presenter of ABC TV’s Media Watch. He is also the author of five bestselling biographical Quarterly Essays.
