Book excerpt: This is key because, despite enormous strides in increasing school enrollment in developing countries, widespread low and stagnant learning outcomes remain a concern for policymakers and an active line of inquiry for researchers. Exploiting time-series variation from this quasi-random experiment, I implement a cohort analysis and a regression discontinuity design that leverages a compulsory school start law to examine the impact on learning at the end of high school, collegiate attainment, and labor market outcomes. I find significant positive effects on learning, with females benefiting more. Varying impact sizes across baseline ability levels suggest an extreme curricular gap in this setting. This reform has some positive impact on the decision to apply to college. Furthermore, young individuals who gain from increasing the depth of human capital but do not further their education beyond high school are more likely to be engaged in paid employment outside their household, although males drive these gains.

Book excerpt: Many children in developing countries forgo education due to the direct or opportunity costs of attending school. To help defray the direct costs of secondary schooling, the Ghanaian government launched its free secondary school initiative in 2017, which sought to make tuition and all educational-related expenses free for every Ghanaian child who passed the Basic Education Certificate Examination (BECE). The first objective of this study is to examine to what extent the association between household income and school enrollment decreased in strength over time due to Ghana's 2017 policy reform using the Ghana socio-economic panel survey (GSPS) and difference-in-differences estimation technique. Our results show that household assets (a proxy for income) had a significant and positive association with school enrollment before the policy change; however, household assets have no significant association with enrollment after the policy change, thus suggesting that family resources do not matter for child enrollment after the policy change. Our results also imply that the 2017 policy reform effectively reduced the hurdles facing lower-income families in paying for secondary school education. The second objective of this study is to examine the effects of this government policy on household labor market outcomes in Ghana. Using the Ghana Socio-Economic Panel Survey (GSPS) and the difference-in-differences estimation technique, we found an increase in labor supply and wages for households with SHS kids before the policy change; however, after policy reform, both labor supply and wages of SHS households decreased suggesting that the free SHS policy did eliminates the direct cost of schooling. These results also indicate that the free SHS policy has significant implications for human capital development and household welfare and health since the policy eliminates the direct cost of schooling. The third chapter examines the impact of environmental tax revenues on domestic healthcare expenditures using panel data of 96 developing and developed countries from 2000 to 2018 and the fixed effect estimation technique. We find a positive and statistically significant association between total environmental tax revenue and government health expenditures; however, this finding is primarily driven by low-income countries. In addition, we find a positive effect of all kinds of environmental tax revenues on government health expenditures; however, the largest and strongest effect arises with pollution tax and transport tax respectively. Our empirical results confirm the validity of the double dividend hypothesis, thus suggesting that environmental tax revenues have significant implications for public health expenditures.

Book excerpt: This dissertation consists of three studies which collectively seek to examine: what the barriers are to receiving a high-quality education in a merit-based school choice setting; how policy reforms can address these barriers; and what benefits students gain from attending a high-quality school. Altogether, the papers focus on understanding the role of socio-economic background in explaining differences in education-related decisions and student outcomes. Chapter 2 examines whether school choice programs increase opportunities for educational mobility or reinforce initial disparities in schooling. I address this question in the context of the public education system in Ghana, which uses standardized tests and a nation-wide application process to allocate 150,000 elementary school students to 650 secondary schools. As has been found in other settings, students from lower-performing elementary schools in Ghana apply to less selective secondary schools than students with the same test scores from higher-performing elementary schools. I consider four potential explanations for this behavior: differences in decision-making quality, imperfect information about admission chances, costs and accessibility of schooling, and preferences for school quality. I use detailed data from three cohorts of applicants to evaluate the relative importance of these explanations. My analysis suggests that differences in application behavior are largely due to poor decision-making and incorrect beliefs about admission chances, rather than differences in preferences or the costs and accessibility of schools. Building on the theoretical framework outlined in the preceding analysis, Chapter 3 evaluates the impact of institutional reforms in school choice settings. Focusing again on the case of Ghana, I estimate the effects of a series of reforms in the application process that expanded the number of choices students could list and encouraged students to select a diversified portfolio of schools. I use a difference-in-differences approach to analyze the effect of each reform and find that both reforms decreased the difference in selectivity of schools chosen by students from high-performing and low-performing elementary schools, which suggests that application and admission rules play a significant role in explaining differences in application behavior. Moreover, these results are consistent with a setting in which imperfect information has a strong impact on students' choices and the effects can both be explained as a consequence of uncertainty in the Ghanaian choice system. Chapter 4 uses a unique dataset on Ghana's education system to examine the effect of school quality on student outcomes. My analysis draws on exogenous variation in student assignment due to the fact that admission of elementary school students into secondary school in 2005 was based on students' ranking of their three most preferred choices and their performance on a standardized test. I compare students on different sides of the cutoff for admission to their lowest-ranked choice and find that students who are not admitted to their chosen school are assigned to schools of lower-quality and are less likely to complete secondary school. Additionally, these students are more likely to transfer out of their initially-assigned schools. However, those who do complete secondary school do not perform any worse on the exit exam several years later. Thus, students' behavioral responses to their admission outcomes appear to moderate the effects of school quality on educational attainment in this context.

In the first chapter, I examine the impacts of free primary education (FPE) on completion, student academic achievement, educational attainment, and on the educational gender gap. I exploit a fee abolishment policy reform in Ghana that was implemented in 2005. Using geographical and cohort variation in the intensity of exposure to the policy generated by the pre-policy dropout rates, I employ a difference-indifference identification strategy to evaluate the effects of the reform. My results suggests that the policy boosted primary school completion of both boys and girls but had a larger effect on boys' completion. I also find that the reform did not have a statistically significant impact on test scores of the students who would have likely taken the test without the policy. Additionally, I find that the removal of fees led to additional increase in years of schooling, with relatively more impact on girls' schooling.
