Book excerpt: The assessment whether the European Regional Development Fund helped improve the competitiveness of small and medium-sized enterprises (SMEs) in the period 2014-2020 found that Member States aimed at funding a large number of SMEs rather than targeting the key factors that limit SME competitiveness. Most calls funded specific productive investments with no lasting impact on competitiveness. Projects were mostly awarded through non-competitive selection procedures and grants. The support stimulated SMEs' willingness to invest, though several would have made the same investments without public funding. In some cases, the support negatively affected the economic prospects of other SMEs competing in the same markets. We recommend improving the design of SME calls, reviewing ERDF selection procedures for grant awards, and prioritising the use of repayable aid.

Book excerpt: The Business Environment Simplification Task Force (BEST) was set up in 1997 to prepare an independent report on ways of improving legislation and removing unnecessary hindrances to the development of European businesses, particularly small and medium-sized enterprises (SMEs). In addition, BEST looked at a number of other areas of difficulty for SMEs. By considering all aspects of policy affecting entrepreneurship and competitiveness at European and national level, BEST aimed to focus the attention of policy-makers on the need for continuous improvement. Its recommendations, made to the European Commission in 1998, formed the basis of the 'Action Plan to Promote Entrepreneurship and Competitiveness'. This was endorsed by the Council of Ministers on 29 April 1999. The report on which this publication is based describes work that has been done by Member States, Norway, the Commission, the Council and the European Parliament towards implementing the Action Plan, which included a series of recommendations in the following priority areas: education for an entrepreneurial society and training; access to finance; access to research and innovation; improving the visibility of support services; improving public administration; and improving employment and working conditions. The conclusions and recommendations from the Implementation Report, which was compiled in close cooperation with Member States, are included here in their entirety, and will be followed up in subsequent reports.
