Book excerpt: The National Academies' National Research Council undertook this study in response to a request from the Under Secretary of Energy to provide strategic advice on how the Department of Energy could improve its Environmental Quality R&D portfolio. The committee recommends that DOE develop strategic goals and objectives for its EQ business line that explicitly incorporate a more comprehensive, long-term view of its EQ responsibilities. For example, these goals and objectives should emphasize long-term stewardship and the importance of limiting contamination and materials management problems, including the generation of wastes and contaminated media, in ongoing and future DOE operations.

Available in PDF, EPUB and Kindle. Book excerpt: Despite the many benefits of energy, most of which are reflected in energy market prices, the production, distribution, and use of energy causes negative effects. Many of these negative effects are not reflected in energy market prices. When market failures like this occur, there may be a case for government interventions in the form of regulations, taxes, fees, tradable permits, or other instruments that will motivate recognition of these external or hidden costs. The Hidden Costs of Energy defines and evaluates key external costs and benefits that are associated with the production, distribution, and use of energy, but are not reflected in market prices. The damage estimates presented are substantial and reflect damages from air pollution associated with electricity generation, motor vehicle transportation, and heat generation. The book also considers other effects not quantified in dollar amounts, such as damages from climate change, effects of some air pollutants such as mercury, and risks to national security. While not a comprehensive guide to policy, this analysis indicates that major initiatives to further reduce other emissions, improve energy efficiency, or shift to a cleaner electricity generating mix could substantially reduce the damages of external effects. A first step in minimizing the adverse consequences of new energy technologies is to better understand these external effects and damages. The Hidden Costs of Energy will therefore be a vital informational tool for government policy makers, scientists, and economists in even the earliest stages of research and development on energy technologies.

Available in PDF, EPUB and Kindle. Book excerpt: This book details the forum that was held by the National Materials Advisory Board at the National Academy of Sciences. The purpose of this forum was to bring the importance of materials to the attention of policy makers and to promote interactions between policy makers and the materials community. Four key themes were addressed: the critical role of materials in advancing technology and enhancing the nation's economy, security, and health, industrial and societal needs that will require materials development in the new millennium. Materials research areas with the greatest potential for meeting those needs, and federal and industrial research initiatives that can help the materials community meet those needs. To help focus this discussion, special sessions were convened to address the current and future roles of materials in four selected areas: information technology, health and biotechnology, national security, and energy and the environment.

Book excerpt: Environmental engineers support the well-being of people and the planet in areas where the two intersect. Over the decades the field has improved countless lives through innovative systems for delivering water, treating waste, and preventing and remediating pollution in air, water, and soil. These achievements are a testament to the multidisciplinary, pragmatic, systems-oriented approach that characterizes environmental engineering. Environmental Engineering for the 21st Century: Addressing Grand Challenges outlines the crucial role for environmental engineers in this period of dramatic growth and change. The report identifies five pressing challenges of the 21st century that environmental engineers are uniquely poised to help advance: sustainably supply food, water, and energy; curb climate change and adapt to its impacts; design a future without pollution and waste; create efficient, healthy, resilient cities; and foster informed decisions and actions.

Book excerpt: This book addresses remedial action and waste management problems that the DOE and the nation are now facing that are the result of 50 years of nuclear weapons development and testingâ€"problems that require a reengineering of systems and a reexamination of the scientific, engineering, and institutional barriers to achieving cost-effective and safe stewardship of the nation's resources. Improving the Environment evaluates the DOE's environmental management program in four areas: regulatory measures, organization and management, priority-setting, timing and staging, and science and technology.
