Book excerpt: Beginning with the Grand Rapids Dam in the 1960s, hydroelectric development has dramatically altered the social, political, and physical landscape of northern Manitoba. The Nelson River has been cut up into segments and fractured by a string of dams, for which the Churchill River had to be diverted and new inflow points from Lake Winnipeg created to manage their capacity. Historic mighty rapids have shrivelled into dry river beds. Manitoba Hydro's Keeyask dam and generating station will expand the existing network of 15 dams and 13,800 km of transmission lines. In Our Backyard tells the story of the Keeyask dam and accompanying development on the Nelson River from the perspective of Indigenous peoples, academics, scientists, and regulators. It builds on the rich environmental and economic evaluations documented in the Clean Environment Commission’s public hearings on Keeyask in 2012. It amplifies Indigenous voices that environmental assessment and regulatory processes have often failed to incorporate and provides a basis for ongoing decision-making and scholarship relating to Keeyask and resource development more generally. It considers cumulative, regional, and strategic impact assessments; Indigenous worldviews and laws within the regulatory and decision-making process; the economics of development; models for monitoring and management; consideration of affected species; and cultural and social impacts. With a provincial and federal regulatory regime that is struggling with important questions around the balance between development and sustainability, and in light of the inherent rights of Indigenous people to land, livelihoods, and self-determination, In Our Backyard offers critical reflections that highlight the need for purposeful dialogue, principled decision making, and a better legacy of northern development in the future.

Book excerpt: The proposed Kemess South project in north-central British Columbia includes a 40,000 tonne/day open pit mine to develop a copper/gold deposit, plus associated mill, tailings pond, waste rock storage site, airstrip, access road, power line, mine housing, and related structures. This report first summarises the environmental assessment process used to review the project, the purpose and scope of the project, its site history, and the public consultations held to resolve issues concerning the project and its impacts. The report then considers the project's potential for significant adverse environmental effects and the means for preventing or managing such effects. It defines baseline conditions at the project site; evaluates alternatives for managing environmental effects; describes various technical aspects of the project including open pit design, mill siting, tailings and waste storage sites, and energy and transportation requirements; assesses environmental effects of accidents and malfunctions, archaeological impacts, the capacity of renewable resources to meet present and future needs, cumulative environmental effects, and socio-economic impacts; outlines the proposed management of indirect impacts of mine access; and summarises project proponent commitments, the information requirements for licenses/permits/approvals, and program follow-up and monitoring of the project.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores how the interrelated concepts of responsible citizenship, corporate social responsibility (CSR) and sustainability can be interpreted, researched and taught. It contributes to the much-needed debate on the role of universities – and business schools in particular – in the context of rising social and environmental stakes and growing calls for 'doing business the right way'. The book offers diverse perspectives on the concepts of responsible citizenship, CSR and sustainability, with individual contributions focusing on the conceptual implications for specific disciplines, exploring associated challenges and opportunities, and raising methodological and theoretical concerns for the teaching and research of these concepts laden with complexity and ambiguity. The book is divided into three major parts, the first of which presents conceptual, theoretical and ethical issues. In turn, part two explores specific disciplines' perspectives. Lastly, part three presents hands-on experiences from the field. Thanks to this threefold approach, the book not only offers a guide to direct future research, but can also be used as a text for advanced courses on responsible citizenship, CSR and sustainability.

Book excerpt: Rapidly developing changes in technology, scientific knowledge, and domestic and international environmental issues force analysts to constantly reevaluate how public policy is coping. Are governments leading, following, or falling behind other societal actors? This third volume in a series of annual assessments of Canadian public policy provides an innovative approach to evaluating key developments in one of the most challenging areas of public policy in the twenty-first century. Leading experts look at crucial issues such as climate change, sustainable development policy tools, science management, and the international approach to governing intellectual property. They address recent developments within the pesticide, wildlife, and infrastructure policy areas involving the federal government and key private and non-governmental players. The 2008-09 volume explores the role of governments in a number of key areas, showing that while government institutions and policies should be part of the solution to the complex array of science and technology and environment and development issues facing Canadians, too often it appears they are part of the problem. Contributors include Glen Toner (Carleton), Robert Paehlke (Trent), Mark Jaccard and Rose Murphy (Simon Fraser), Jac van Beek (Canada Foundation for Innovation) and Frances Issaacs (National Research Council of Canada), Sara Bannerman (Carleton), Robert Gibson (Waterloo), David Robinson (Laurentian), Francois Bregha (Stratos Inc.), Scott Findlay and Annick Dezeil (Ottawa), Robert Hilton and Christopher Stoney (Carleton), and Jeremy Wilson (Victoria).

Book excerpt: Water acquisition, storage, allocation and distribution are intensely contested in our society, whether, for instance, such issues pertain to a conflict between upstream and downstream farmers located on a small stream or to a large dam located on the border of two nations. Water conflicts are mostly studied as disputes around access to water resources or the formulation of water laws and governance rules. However, explicitly or not, water conflicts nearly always also involve disputes among different philosophical views. The contributions to this edited volume have looked at the politics of contested knowledge as manifested in the conceptualisation, design, development, implementation and governance of large dams and mega-hydraulic infrastructure projects in various parts of the world. The special issue has explored the following core questions: Which philosophies and claims on mega-hydraulic projects are encountered, and how are they shaped, validated, negotiated and contested in concrete contexts? Whose knowledge counts and whose knowledge is downplayed in water development conflict situations, and how have different epistemic communities and cultural-political identities shaped practices of design, planning and construction of dams and mega-hydraulic projects? The contributions have also scrutinised how these epistemic communities interactively shape norms, rules, beliefs and values about water problems and solutions, including notions of justice, citizenship and progress that are subsequently to become embedded in material artefacts.

The proposed project includes replacement and repair of the 16-mile raw water pipeline and the repair of water diversion facilities that divert eater to various pipelines in the NCS. The proposed Project would be implemented over a 15- to 20- year period. With a few exceptions, the proposed Project would not require substantial changes in operations and maintenance (Q & M) from current Q & M procedures"--Introduction, Executive summary.
