Indonesia is rich in natural resources but also suffers from overexploitation and environmental threats exacerbated by climate and human pressures. Along with the growing global ambitions for achieving sustainable development and capacity to adapt to current and future threats, including climate change impacts and disaster risk, Indonesia's commitments to balance development while safeguarding a good environmental status are also increasing. The challenge is on how to govern complex and systemic natural, social and governance systems while adhering to the principle of equity and justice? Government policies for the provision of urban infrastructure and amenities are highly subsidized and dependent on grants and funding from the government. Public private partnership, a key element for sustainable infrastructure provision, requires the corporate governance approach to project management which incorporates life-cycle management, competitive pricing, risk management and a lesser focus on patron-client political relations for infrastructure financing. As well, the need to empower urban dwellers, especially the urban poor, through land reforms and inclusive social and economic policies become imminent for the sustainable governance of Indonesia’s developing cities.

Although it is still a low-income country, its tradition of sound economic management has laid the foundations for continued progress in the decades ahead. This report examines environmental issues, assesses their implications for the achievement of development goals, and suggests an action plan that would help to ensure that those goals will be met. The analysis of current environmental conditions and trends and of the likely impact of future growth leads to three main conclusions: - Future growth will depend increasingly on Indonesia's stock of key natural resources and the sustainability of critical ecosystems. -The industrial sector will continue to expand in urban areas, where growing congestion and industrial pollution pose an immediate threat to health and human welfare. This will eventually lead to negative effects on the economy. -As a result of rapid growth, environment- related issues of equity among the population will become increasingly important.

The presentation is presented comprehensively without letting go of the details and context regarding sustainability and the global picture. I am sure that many people, especially those in a strong position, can benefit and be given references from the essential things presented in this book, the great work of both authors, which I am proud of. Prof. Rachmat Witoelar, Indonesia’s President’s Special Envoy for Climate Change (2015 -2019), and advisor to I-SER UI and CAIPSDCC) The concept of sustainable development is a development concept that ensures the fulfillment of the human needs of the present generation without compromising the ability of future generations to meet their needs. That is, the idea of sustainable development emphasizes the development of technologies that can increase productivity and reduce the level of damage. The concept of sustainable development is an effort to integrate three aspects of life, namely social, economic, and environmental, in a synergistic relationship supported by infrastructure and institutions. This concept is in line with the avoidance of shell game theory, where shell game theory solves the problem by creating another problem. Each environmental problem is described in detail and clarity, and the solution options are given so that sound environmental management can be sustainable Prof. Satryo Brodjonegoro, President of Indonesian Academy of Sciences Indonesia is an archipelago country that harbors natural resources. It is among the countries with the most complete and extensive natural resource base, perhaps trailing only Brazil. Still, using natural resources as input for current production processes has increased yearly depletion. With its abundant natural resources, Indonesia should have become a prosperous country from an economic perspective. But yearly rising levels of natural resource depletion in many regions of the country have occurred without an increase in equitable human welfare—those words that I picked up from Prof. Jatna Supriatna and his friend’s book. It questions whether developing countries are indeed ready and able to implement new ideas from the developed world, such as the integration of environmental law, and use of market-oriented instruments. The authors draw insights from the case of Indonesia, where they have experience of drafting environmental legislation, and which is itself in the early stages of development. Through these insights they seek to understand why environmental law that has been well developed in theory, can in practice be difficult to monitor and adequately enforce. Indeed, a further question central to the book is why developing environmental law does not necessarily result in an efficient environmental policy. In the era of decentralisation, Bali's eight district governments and one municipality acquired a strong sense of authority to extract revenues from within their territorial borders while disregarding the impacts beyond them which has exacerbated environmental, cultural and institutional issues. These issues are addressed through reorganising space. In reality, however, such re-organisation has predominantly been in order to provide space for tourism investments and market expansion. The outcomes of reorganising space are in fact shaped by the dynamics of power that interface with increasingly complex legal and institutional structures. These complex structures provide more arenas for vested interests to manoeuvre, but at the same time provide different forms of legitimacy for local forces to challenge the dominant process. The book demonstrates the mechanisms through which social actors mobilise legal-institutional arrangements to advance their interests.
