Economic thought in Colombia can only be revealed through the exploration of economists’ practices and the role of economic arguments within broader public debate. This history of Colombian economic thought provides a detailed account of major issues that have marked the constant feedback between economic ideas and economic practice in Colombia during the 19th and 20th centuries. This volume is thus a history of the interaction between ideas and policy. Those involved in these debates – politicians, public officials, journalists, and, latterly, professional economists – established direct contact with what can be identified as the centers of production of economic theory (both in Europe and the US) and entered regional and local networks in economics, but were not just importers of ideas or theories. While some propose that populism is inherently harmful for democracy because it is anti-pluralist and confrontational, others argue that populism can reinvigorate worn-out democracies in need of greater popular participation. In A Dynamic Theory of Populism in Power, Julio F. Carrión advances this debate by examining the empirical relationship between populism in power and democracy. Does populism in power always lead to regime change, that is, the demise of democracy? The answer is no. The impact of populism on democracy depends on the variety of populism in power: the worst outcomes in democratic governance are found under unconstrained populism. Carrión presents the permissive and productive conditions for why and how populism becomes unconstrained, as well as a dynamic theory of change that shows how the late victories of populists build on early ones, resulting in greater power asymmetries. A Dynamic Theory of Populism in Power provides an analysis of five Latin American populist presidencies, all located in the Andes. In four of them (Bolivia, Ecuador, Peru, and Venezuela), populism became unconstrained and regime change followed. In one case, Colombia, populism in power was successfully contained and democracy survived. The concluding chapter places the Andean cases in comparative perspective and discusses how unconstrained populism in other cases (Nicaragua and Hungary) also led to the end of electoral democracy. Where populism in power was constrained (Honduras and the United States), regime change did not materialize. Carrión advances a theory of populism in power that helps us understand how democracies transition into non-democracies. To that extent, the book illuminates the processes of democratic erosion in our time.

Within an analysis of Peronism from 1943 to 1995, the author pays special attention to the 1962-66 and 1984-88 periods, when some Peronist politicians and union leaders tried, but failed, to strengthen the party structure. By identifying the forces that led to these efforts of party-building and by analyzing the counterforces that thwarted them, he shows how these failures have shaped Argentina's experience with democracy. Drawing on this interpretation of Peronism and its place in Argentine politics, the book develops a distributive conflict/political party explanation for Argentina's democratic instability and contrasts it to alternatives that stress economic dependency, populist economic policies, political culture, and military interventionism.
