Book excerpt: The Arizona Department of Transportation (ADOT) undertook a review and evaluation of the technologies used by the agency to process, store, manage, and disseminate traffic data. Traffic count information constitutes the most elemental data that ADOT uses for planning, analysis and monitoring, and yet often remains the least accessible within the agency. ADOT found that different functional departments often duplicated traffic counts, count information was often little understood, and hence not trusted, and consistent data were not accessible throughout ADOT -- there was not a single source where traffic data were collected and disseminated. Through the research ADOT identified a hierarchy of actions designed to more effectively manage this most basic resource, and to restore confidence among users. An implementation plan was developed and is now being acted upon within the department.

Book excerpt: A challenge for the Arizona Department of Transportation (ADOT) will be to use a variety of practical, relevant congestion mitigation options in appropriate, collaborative and innovative ways to address current and future congestion problems. To meet this challenge, ADOT has undertaken the development of a comprehensive Congestion Mitigation Methodology for the implementation of a consistent and sustained approach to assess and manage the growing congestion problem on all elements of the state highway system. This effort has resulted in the development of practical strategies to solve Arizona's mobility and congestion problems. A significant step in the development of the Congestion Mitigation Methodology was building a consensus among traffic management stakeholders on effective definitions for congestion and for congestion management. Input on the definitions and state of the practice in congestion mitigation came from a national survey of Metropolitan Planning Organizations and State Departments of Transportation and from a statewide conference on congestion mitigation. The research project has produced recommendations for systematically quantifying congestion on Arizona's highways using a state-specific congestion index, and has also produced a database of available congestion mitigation strategies in Microsoft Access.

Book excerpt: Increasing traffic volumes on Arizona's State Highway System are contributing to the increased frequency and duration of incident-caused rural highway closures, amplifying the need to effectively divert traffic around these situations. Through this research project, the Arizona Department of Transportation (ADOT), in collaboration with other state agencies, is addressing the need for a statewide, seamless and homogenous set of current alternate routes to supplement the existing detours developed by ADOT District offices. To accomplish this goal, this project developed an alternate route database in close cooperation with the ADOT Districts and Arizona Department of Public Safety (AZ DPS). The alternate route electronic database and workbook will be distributed both internally within ADOT and to DPS as a controlled document.

Book excerpt: This paper explores Arizona's ability to adopt the FHWA Corridor Safety Improvement Program (CSIP) model and adapt it to work within the institutional, jurisdictional, resource, and funding framework of Arizona. The results of the project indicate that: 1) ADOT is only one of several state agencies that have a hand in promoting and providing highway safety; 2) All agencies that endeavor to improve highway safety should collaborate and focus on high-risk corridors to effectively develop multi-objective action plans and implement the most appropriate countermeasures; 3) The identification of high risk spots and corridors can be greatly assisted using contemporary Geographic Information Systems (GIS) spatial analysis tools and the Accident Location Identification Surveillance System (ALISS) crash database; and 4) The ADOT photo log and Global Positioning System (GPS)-derived corridor centerline files add a unique level of comprehension of safety problems by showing signing/striping/guardrail conditions in plan and profile views overlain with the ALISS crash history and a link to a photo log image of the roadway.

Available in PDF, EPUB and Kindle. Book excerpt: The occurrence of work zone crashes is expected to increase in Arizona with the Arizona Department of Transportation's (ADOT's) shifted emphasis from constructing new roadways to preserving existing facilities. Identifying factors that contribute to work zone crashes will lead to development of appropriate strategies to improve work zone traffic control design and management. This research effort included analysis of work zone crashes identified in the ADOT Accident Location Identification Surveillance System (ALISS) database to determine accuracy of data and to identify factors associated with work zone crashes. The research also compared information from work zone crash reports to the data in the ALISS database to identify inconsistencies. Recommendations were developed for improving the accuracy of crash investigation reporting and transcribing, and for improving work zone policies and procedures.

Book excerpt: This synthesis report will be of interest to DOT administrators, supervisors, and staff, as well as to the consultants that work with them. Metropolitan Planning Organization (MPO) regional and local agency staffs might also find it informative. The synthesis was initiated in response to a recommendation made during the Highway Performance Monitoring System (HPMS) Reassessment, which was undertaken by the FHWA in 1997/1998 to expand data sharing and partnering more widely among states, MPOs, and local governments. It documents current arrangements among state DOTs, MPOs, and other local and regional agencies to partner in the collection and share in the use of HPMS data. Key elements examined include institutional arrangements, the use of data and data sharing, cost and resource requirements, technical capabilities/barriers, implementation processes, and data quality and capability, as well as successes, failures, and difficulties. Case studies of successful state and MPO partnerships are included.

Book excerpt: Seeking to identify how Arizona Department of Transportation (ADOT) could accomplish the greatest service improvements with the most efficient use of funds, ADOT engaged ARCADIS to perform a Crash Data Collection and Analysis study and examine the possibilities offered by technological innovations such as Electronic Data Entry (EDE), Relational Database Management Systems (RDBMS), and Geographic Information Systems (GIS). The study resulted in a comprehensive report with three components: an examination of best practices in use in the United States today, a use case and gap analysis examining ADOT's current data work, and a technical memorandum outlining how changes could be implemented.
