Book excerpt: The Committee's report examines the contribution that energy efficiency can make towards achieving the Government's objective to reduce carbon dioxide emissions by 20 per cent by 2010, as set out in the Energy White Paper ('Our energy future - creating a low carbon economy', Cm 5761, ISBN 0101576129) published in February 2003. The report examines in detail the practical measures designed to achieve this objective, as outlined in the Government's Energy Efficiency Action Plan (Cm 6168, ISBN 0101616821) published in April 2004. It focuses on the contribution of business and industry, which represents almost a third of total emissions, and of households, which represents almost one quarter (it does not examine the contribution of the transport sector or consider renewable energy issues in detail, as these have been covered in other Select Committee reports). Amongst its findings, the Committee argues that the main objective of energy efficiency should be the reduction of the UK's absolute energy consumption, leading to lower emissions, and proposes a methodology to measure progress towards this objective. Other issues highlighted include: the enormous wastefulness of the electricity generating industry; the need for greater Government clarity and leadership in promoting energy efficiency; and better public education about energy use and its economic and environmental costs.

The main aims of the projections are: to monitor the general direction of energy markets since 1995; to contribute to policy development and monitoring of UK performance in meeting international commitments to reduce greenhouse gases; to inform debate on future commitments, especially the post-Kyoto period of 2008-2012. Among the findings are: final energy demand is projected to grow at around 1 per cent a year to 201, with strongest growth (nearer 2 per cent a year) in the transport sector, including an increase in the share of aviation fuel. Services and domestic sector demands also remain strong, whilst industrial demand shows relatively low growth, reflecting the shift in the economy away from heavier industry. In the electricity supply industry, the future pattern is strongly influenced by fuel price relativities. Since 1990 coal's share has declined from 68 per cent to 29 per cent, whilst gas has increased from virtually nil to 37 per cent. Nuclear's share of generation had reached 26 per cent by 1999, but is projected to decline to some 18 per cent by 2010, and 7 per cent by 2020. Carbon dioxide emissions are projected to show a significant reduction between 1990 and 2010. Much of the reduction occurs in the electricity supply industry, reflecting the decline in the use of coal. Over the same period, emissions from road transport, services and domestic sectors are higher in 2010 than 1990. Excluding power generation, emissions in most other sectors are either lower or little changed from the 1995 projections.
