Based on studies of a range of countries in the Global South, this book examines heterogeneity within informal work by applying a common conceptual framework and empirical methodology. The country studies use panel data to study the dynamics of worker transitions between formal and heterogeneous informal work and present a comparative perspective across developing countries in Asia, Latin America, Sub-Saharan Africa, and North Africa and the Middle East. Each study provides a nuanced view of informality, dividing workers into six work statuses: formal wage-employees, upper-tier informal wage-employees, lower-tier informal wage employees, formal self-employed, and upper-tier informal self-employed. Based on this common conceptual framework, the country studies examine the distribution of workers across each of these work statuses, and document transition patterns across different formality and work statuses. The panel data analysed in each country study provide a basis for making statements about labour market transitions that are not warranted when using comparable cross-sections. The studies also examine the individual- and household-level characteristics associated with workers in each work status. Using these characteristics, each study constructs a 'job ladder' that ranks each work status, and then examines the characteristics of workers that are associated with transitions up (and down) the job ladder.

Available in PDF, EPUB and Kindle. Book excerpt: The untold story of how welfare and development programs in the United States and Latin America produced the instruments of their own destruction In the years after 1945, a flood of U.S. advisors swept into Latin America with dreams of building a new economic order and lifting the Third World out of poverty. These businessmen, economists, community workers, and architects went south with the gospel of the New Deal on their lips, but Latin American realities soon revealed unexpected possibilities within the New Deal itself. In Colombia, Latin Americans and U.S. advisors ended up decentralizing the state, privatizing public functions, and launching austere social welfare programs. By the 1960s, they had remade the country’s housing projects, river valleys, and universities. They had also generated new lessons for the United States itself. When the Johnson administration launched the War on Poverty, U.S. social movements, business associations, and government agencies all promised to repatriate the lessons of development, and they did so by multiplying the uses of austerity and for-profit contracting within their own welfare state. A decade later, ascendant right-wing movements seeking to dismantle the midcentury state did not need to reach for entirely new ideas: they redeployed policies already at hand. In this groundbreaking book, Amy Offner brings readers to Colombia and back, showing the entanglement of American societies and the contradictory promises of midcentury statebuilding. The untold story of how the road from the New Deal to the Great Society ran through Latin America, Sorting Out the Mixed Economy also offers a surprising new account of the origins of neoliberalism.

Available in PDF, EPUB and Kindle. Book excerpt: The creation of jobs is critical in Third World countries where growing populations face unemployment or inadequate employment. Many have put forth theories and suggestions that address this problem, but there has been insufficient empirical analysis of the effects of specific policies on employment growth. The author examines macroeconomic theories of labour market behavior and labour force definitions and concepts, assessing how productive they are in formulating employment strategies for Colombia. The implications of a range of alternative policies for generating jobs, their effectiveness in reducing unemployment, and possible programs for the future are analyzed.

Available in PDF, EPUB and Kindle. Book excerpt: Global Review of Human Settlements: A Support Paper for Habitat: United Nations Conference on Human Settlement reviews global human settlement conditions and the factors affecting their present and future developments. The report presents information, analyses, and conclusions. It analyzes the causes and effects of the urbanization process; describes the quality of life in human settlements; and presents relevant definitions, list of tables, and country composition by regions. The urbanization process pertains to demographical and economical aspects. Demographical aspects include city size, city growth, migration, and natural increase. Natural population increase accounts for about one-half of urban population while migration from rural to urban places account for the other half. One aspect of the quality of life in human settlements is the prevailing housing conditions. According to the report, housing conditions in most developing countries have become worse in the past ten years due to rapid population growth, to rates of migration from rural to urban places, and to the decline of the rate of increase in national output. The report also contains a list of criteria used nationally to distinguish urban areas from rural areas. For example, South Korea defines urban areas as Seoul or municipalities with 5,000 or more inhabitants. The report is suitable for demographers, economists, environmentalists, ecologists, and policy makers involved in rural development and social services.

Unlike many scholars who have sought an all-encompassing theory to explain the political behavior of the urban poor, Professor Nelson emphasizes the complex variety in the economic, social, and political circumstances that influence this behavior.
