Available in PDF, EPUB and Kindle. Book excerpt: Europe’s Economic and Monetary Union (EMU) celebrated its tenth anniversary in 2009. Before its birth many observers were concerned about its viability. This volume examines a number of noteworthy concerns that were heard a decade ago and it assesses what has become of them. The contributors to this volume examine various topics. Has EMU been a failure or success? Does EMU require more political integration? What type of deeper integration in the financial market has occurred because of EMU? Does the public like EMU? Does EMU cause a decline of the welfare state, reduce the role of labour unions and are adjustments now made mainly through the labour market? Do countries in EMU become more similar over time? Is EMU sustainable in the long-run? Will EMU survive the global financial crisis? The contributors to this book are leading Political Scientists in the field, and draw on a wealth of research and experience. This book was published as a special issue of the Journal of European Public Policy.

Available in PDF, EPUB and Kindle. Book excerpt: The creation of an economic and monetary union (EMU) in Europe is among the most important_and controversial_developments of the 1990s. This clear and balanced book brings together economists and political scientists to explain why the creation of a European monetary union is so contentious; how the debate has affected the political determination to construct a monetary union; and how it will influence the functioning of EMU into the next century. Focusing on how economics and politics interact both in the prelude to unification and in its aftermath, the authors provide an innovative analysis of a spectrum of related issues: how EMU relates to Europe's unemployment crisis, how it will affect the process of economic adjustment, what convergence means for the performance of the member states separately, and how the member states will decide both whether to participate themselves and whom else to admit to the monetary club.

Book excerpt: Europe is on the road to monetary union (EMU) even if there may be delays and diversions on the way. The focal point of EMU will be its single currency, valid throughout all participating countries, and replacing the national currencies. There will be considerable transitional pain and stress, most of all for member states with very high public debts. For the rest, the road ahead will not be smooth, but should be assisted by easier monetary policy in Germany since 1993. For some countries at least, the pain will be aggravated unnecessarily by design defects in the transitional rules for entry - which there is still time to remedy. The author - no admirer of a federal Europe - describes how EMU could actually work better in a confederal Europe with no federal chief executive and with a relatively weak Parliament. The independent Eurofed would be responsible for managing economic policy on an EC-wide basis, while national governments could use fiscal policies to mitigate local deviations. Weak regions and poor peripheral countries would require more flexible assistance from EC resources, however.

Book excerpt: The Maastricht Treaty and the Stability Growth Pact demand that EU member states comply with their famous deficit and debt requirements of three and sixty per cent of GDP. Yet, how can the EU's leaders be certain that these targets are met? Is a three per cent deficit in Belgium equivalent to one in Italy or France? Making the EMU explores how the Treaty's budgetary surveillance procedure monitors member state budgetary policies, harmonizes their budgetary data, and effectively determines which member states qualified for member status and are subject to the Pact's sanctions. This book provides the first examination of how the EU entrusted the credibility of these critical budgetary figures to a relatively minor European Commission agency, and what effect the surveillance procedure has on the making of the EMU and the enforcement of Maastricht.

Available in PDF, EPUB and Kindle. Book excerpt: This accessible introductory text provides a comprehensive and accessible account of the evolution of the Eurozone, from its beginnings in fixed exchange rate systems through to the aftermath of the sovereign debt crisis. It examines why the EMU was created, what went wrong to bring about the global financial crisis, and why countries were affected so differently. It assesses the impact of monetary union both in Europe and beyond and evaluates the prospects for the Euro as an international currency. Recognising that political union has long been seen as part of monetary integration, and that Eurozone membership often impacts domestic policy, Chang widens the scope of her evaluation to include consider effects and developments that are not purely economic in scope. Using theories drawn from economics and political science, this book provides students with an up-to-date analysis of the recent reforms undertaken, grounded in a long-term perspective of the trajectory of European integration. As well as suiting upper-level undergraduate and Master's courses on European Monetary Union, this text is beneficial for students of Politics, International Relations and European Studies on more general courses to foster an understanding of the impact of the EMU on the wider functioning of the EU. The text is filled with figures, maps, timelines and other pedagogical features to ensure this topic accessible to students of all levels.

Book excerpt: Seminar paper from the year 2004 in the subject Politics - International Politics - Topic: European Union, grade: English: 6,5 out of 10, Maastricht University, 17 entries in the bibliography, language: English, abstract: Europe is coming closer together, this is shown in many parts of daily life. It is often argued that money is one of the best-known and most effective tools in symbolising the "united Europe", the EU. Most of the member states of the European Union who matched the criteria of the Growth and Stability Pact seem to have agreed to this and joined the Economic and Monetary Union (EMU) as soon as it was introduced. But why were there some who decided not to exchange their national currency in favour for the common European one? Did they not feel an affinity with other Europeans? Did they not see that all Europeans are part of a community which is trying to express its unity through a common currency? Or did they not view the Euro ideologically, but rationally? And if they did what does this tell us about their European Identity? In short, is it necessary to join the Economic and Monetary Union to be a European? This article tries to answer these questions by looking for reasons why Denmark, The United Kingdom and Sweden decided not to accept the Euro, in particular looking for similarities, and their relation to the development of a single European Identity. Available in PDF, EPUB and Kindle. Book excerpt: EMU - A Swedish Perspective provides a comprehensive and up-to-date survey of the EMU project. The main advantages and disadvantages of a single currency are evaluated. A key feature of the analysis is the attempt to integrate economic and political aspects. The book is a revised version of the report by the Swedish Government Commission on the EMU. Although the analysis focuses on the consequences for Sweden of joining versus not joining the monetary union, it is highly relevant for the discussion in all EU countries. The book provides an in-depth analysis of how the demands on economic policy will be affected by the monetary union. Various chapters discuss monetary policy and inflation, fiscal policy, unemployment and labour markets, the transition to monetary union, and the exchange-rate arrangements between participants and non-participants. Other chapters analyse the importance of the EMU for European political integration, democratic aspects, and how membership in the monetary union will affect the possibilities for an individual member state to exert influence within the EU. EMU - A Swedish Perspective should be of interest to professional economists and political scientists, students, and all others who want to form an opinion about the monetary union on the basis of a balanced assessment of the consequences. In fact, Social Democrats govern in no less than 11 of the 15 member states. Simultaneously, the EU has embarked on its most far-reaching project yet, namely Economic and Monetary Union (EMU); a project that was designed mainly by non-Social Democratic governments. This volume provides the first in-depth and comparative analysis of the views and policies of nine European Social Democratic parties concerning economic governance under Europe's new single currency and of the impact of the new political and institutional constellation in the EU on the process of economic integration and European social democracy.
