Book excerpt: Over the past decade, most countries in the Latin America and Caribbean Region have stabilized their economies and lowered barriers to international trade. Many of the policies aimed at reducing poverty and tackling inequality in the 1960-1980 period were well intentioned, but the region made little or no progress in improving income distribution. With the recent shift toward market orientation and openness to international trade, these countries will need a new approach to labor policy as well as different instruments for addressing income distribution goals. This report gives special attention to four areas of labor policy: 1) change from direct government intervention in wage determination and strict seniority rules to a system that rewards effort, high productivity, and good management within a framework that relies on voluntary negotiation of working conditions between workers and firms; 2) replacement of job security legislation by a more effective mechanism that protects workers when they change jobs; 3) careful design of mandatory contributions to social security and other programs in order to minimize the distortionary effect of labor taxes; and 4) redirecting of government subsidies for training and education to the demand side and targeting to those who cannot afford to pay.

Beyond the immediate impacts on the level of employment, the crisis is deepening and accelerating the transformation of jobs, bringing the future closer. Going Viral: COVID-19 and the Accelerated Transformation of Jobs in Latin America and the Caribbean focuses on recent trends in the economies of the region that have been significantly changing the labor market: premature deindustrialization, the servicification of the economy, and the changing skill requirements of jobs as automation advances. The findings of this report have important implications for economic policy. Some of these implications are related to the productivity challenges that Latin America and the Caribbean was already facing after the end of the “Golden Decade†? in 2013. Other policy implications see their relevance enhanced by the COVID-19 crisis. As sectors are impacted in different ways, as new technologies are developed and adopted, and as working remotely becomes more common, governments need to respond in ways that support a smooth transformation of jobs—one that is socially acceptable and that contributes to productivity growth, including investing in the human capital of the workforce. The accelerated transformation of jobs also calls for a rethinking of labor regulations and social protection policies. The institutional architecture geared to wage earners in the formal sector is quickly becoming outdated. The report calls for the flexible regulation of the emerging forms of work, in a way that encourages employment and supports formalization, thereby expanding the coverage of social protection. to larger segments

Policymakers expected that these changes would speed up growth. This book is part of a multi-year project to determine whether these expectation have been fulfilled. Analysing the impact of the reforms on employment it is argued that expectations were not fulfilled with respect to the operation of the labour markets. The reforms limited the expansion of employment in some sectors, particularly in tradeable goods. They also created a bias in labour demad for better educated workers which exacerbates inequality. It is thus made clear that the region faces major challenges both in increasing the number of jobs and improving job equality.

At the overall regional level, the book suggests, the reforms have had a surprisingly small impact: a small positive impact on investment and growth, and a small negative impact on employment and income distribution. But at the country, sectoral, and microeconomic levels, it finds evidence of strong effects, with some units doing very well and others falling behind.

Book excerpt: A region known for its volatility, Latin America and the Caribbean (LAC) has suffered severe economic and social setbacks from crises—including the COVID-19 pandemic. These crises have taken their toll on careers, wage growth, and productivity. Employment in Crisis: The Path to Better Jobs in a Post-COVID-19 Latin America provides new evidence on the effects of crises on the region’s workers and firms and suggests several policy responses that can bolster long-term and inclusive economic growth. This report has three key findings. First, crises lead to persistent employment losses and accelerate structural changes away from the formal sector. This change occurs more through reductions in the creation of formal jobs than through job destruction. Second, some workers recover from crises, while others are permanently scarred by them. Low-skilled workers can suffer up to a decade of lower earnings caused by crises, while high-skilled workers rebound fast, exacerbating the LAC region’s high level of inequality. Formal workers suffer smaller employment and wage losses in localities with higher rates of informality. And the reduced job flows caused by crises decrease welfare, but workers in localities with more job opportunities, whether formal or informal, bounce back better. Third, crises’ cleansing effects can increase efficiency and productivity, but these effects are dampened by the LAC region’s less competitive market structure. Rather than becoming more agile and productive during economic downturns, protected sectors and firms gain market share and crowd out others, trapping valuable resources. This report proposes a three-pronged mix of policies to improve the LAC region’s responses to crises: •Create a more stable macroeconomic environment to smooth the impacts of crises, including automatic stabilizers such as unemployment insurance and short-term compensation programs; •Increase the capacity of social protection and labor programs to respond to crises and coalesce these programs into systems that complement income support with reemployment assistance and reskilling opportunities; and •Tackle structural issues, including the lack of product market competition and the spatial dimension behind poor labor market adjustment—a “good jobs and good firms†? agenda.

It develops quantitative indicators for the policy reforms and for their outcomes.In the late 1980s, after decades of poor economic management, many Latin American and Caribbean countries undertook structural reform that placed them on a path toward superior economic performance.Loayza and Palacios examine the experience in structural reform in five areas: governance (reforming public institutions), international trade, financial markets, labor markets, and the generation and use of public resources.To characterize the experience with structural reform in the region, they develop quantitative indicators for different types of policy reform and for their outcomes.They conclude that the most progress has been made in liberalizing international trade. In this area the region has done almost as well as the Asian newly industrialized countries (NICs).The least progress has been made in reforming labor markets. In most countries there are still severe constraints on hiring and firing workers, payroll tax rates are high, there are few or no mechanisms for resolving labor disputes, and there is too much public employment.Financial development has improved, especially the depth of financial intermediation, private sector participation in banking, and the size and activity of stock markets. As for the efficient generation and use of public resources, much has been done to make the value-added tax system efficient and to privatize public enterprises.Reform gains in governance have been modest. A number of Latin American countries have embraced this policy shift and, as a result, there has been a marked increase in public expenditures on ALMPs in the past two decades. This new report, part of the Studies on Growth with Equity series, examines the effectiveness of ALMPs implemented in Latin America. After reviewing the main labor market and social trends in the region, the report presents a new comprehensive compendium of ALMPs implemented in selected Latin American countries during the last twenty years. It also discusses the results of a systematic review of existing evidence on ALMPs in the region and provides new findings on what works in this area, notably an assessment of policies carried out in Argentina, Colombia, and Peru.
