Book excerpt: In the last ten to fifteen years, profound structural reforms have moved Latin America and the Caribbean from closed, state-dominated economies to ones that are more market-oriented and open. Policymakers expected that these changes would speed up growth. This book is part of a multi-year project to determine whether these expectation have been fulfilled. Analysing the impact of the reforms on employment it is argued that expectations were not fulfilled with respect to the operation of the labour markets. The reforms limited the expansion of employment in some sectors, particularly in tradeable goods. They also created a bias in labour demad for better educated workers which exacerbates inequality. It is thus made clear that the region faces major challenges both in increasing the number of jobs and improving job equality.

Policymakers expected that these changes, in conjunction with lower rates of inflation and increased spending in the social area, would speed up economic growth, increase productivity, and lead to the creation of more jobs and greater equality. Have those expectations been fulfilled? Analyzing the impact of the reforms in nine countries (Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Jamaica, Mexico, Peru), this study provides a detailed picture of progress to date. At the overall regional level, the book suggests, the reforms have had a surprisingly small impact: a small positive impact on investment and growth, and a small negative impact on employment and income distribution. But at the country, sectoral, and microeconomic levels, it finds evidence of strong effects, with some units doing very well and others falling behind.

Book excerpt: Ghana is undoubtedly regarded as one of the leading lights in Africa in terms of strong growth performance since the wind of economic reforms blew across Africa in the 1980s.The challenge has, however, been the effect of this remarkable growth story on the creation of sufficient jobs for the increasing working age population. This paper uses arithmetic computation and econometric estimation to measure and assess the employment effect of the level and sources of growth on the employment generation. It further shows the role of education in the job creation debate. The empirical analysis indicates significantly moderate effects of economic growth on employment generation and the extent of employment response to growth has continued to decline since the beginning of the new millennium. The analysis also shows that economic growth impelled largely by higher growth of agriculture and manufacturing relative to other sectors is improving job creation impact. On the supply-side, improved education of the workforce above the basic level has significantly increasing the employment-generating effect. The paper recommends a change in policy direction from a high obsession with growth without paying attention to the source of the growth. Thus, for growth to sufficiently impact job creation requires a policy shift towards employment-focussed growth through high productive agriculture and manufacturing. Ghana can also leverage the strong growth performance of the extractive, finance and telecommunication sectors by channelling the returns from these sectors into infrastructure development to support the growth of agriculture and manufacturing.

Book excerpt: Structural reforms are expected to lift growth and employment, but their effects are surprisingly difficult to pin down empirically. One reason is their potential endogeneity to the economic environment in which they are conducted. For example, the impact of a reform implemented shortly before a cyclical upswing is difficult to distinguish from the recovery itself. Similarly, macroeconomic policies conducted along a structural reform could affect the estimated impact. Exploring various options, this paper develops robust estimates of the impact of labor and product market reforms by using local projection techniques while controlling for endogeneity of reforms and other biases. The results suggest that labor and product market reforms have a lagged but positive impact on employment creation, and the positive effect remains even after controlling for the endogeneity of the decision to reform. Supportive macroeconomic policies are found to increase the effect of labor and product market reforms, consistent with the view that some structural reforms are best initiated in conjunction with supportive fiscal or monetary policy.

For developing countries that have undergone lengthy periods of economic stagnation, these challenges are especially acute, and popular dissatisfaction correspondingly marked. Paraguay is a case in point. It is unlikely that any "employment policy" could lead to a major improvement in the quality of labor market outcomes unless designed and implemented in a sophisticated and coherent way. Such an approach has been infrequent in developing countries in general, and especially so in those that, like Paraguay, also suffer severe institutional weaknesses of governance. Paraguay's past failure in employment creation is mainly the result of a number of structural weaknesses described in this volume. Its current crisis is also the accumulated legacy of over a quarter century of economic stagnation and political failure fl owing from those weaknesses. The new reformist administration of President Fernando Lugo has raised hopes that the future might be better than the past. This study aims to contribute to improved policy making by analyzing the source of the problems and providing policy recommendations. The chapters describe the potential contribution of various policy areas in the face of a dauntingly negative track record and identify a number of steps that have to be taken if success is to be achieved. They put into perspective the reforms that have been undertaken to date by the country's previous administration. Paraguay's experience offers insight into the problems faced by other developing countries in today's global economy. The central message is that policy improvements must be made in a number of areas and implemented in a coordinated fashion for there to be any reasonable hope of success.
