Available in PDF, EPUB and Kindle. Book excerpt: How can the EU's community of welfare states adapt their public policies to economic globalization? What happens when the economic and social aims of the EU come into conflict? This book examines the developing legal regimes and regulation of public services in the UK and other European countries. Public services are examined though a case-study of the complex area of public employment services. These are job-placement and vocational training services which aim to maximize employment and minimize unemployment within EU member States' Active Labour Market policies. Employment services are at the centre of a complex web of rules in both hard and soft forms of law deriving from the EU, national public law and from private, and at times contractual, agreements. They also lie at the crossroads of a series of trends in regulation, and priorities have been inspired by an array of conflicting policy rationales. These policy rationales include the establishment of an open and competitive European internal market, the establishment of an efficient welfare state, the scaling down of state administrative machinery, the fulfilment of core public service responsibilities, and the creation of public-private partnerships. Public employment services provide a highly informative and novel case study of the interaction and conflict between the economic and social aims of the EU and between regulation at national and supranational levels, and the changing forms which this regulation has taken.

Book excerpt: This paper discusses theoretical aspects and evidences related to designing labor market institutions in emerging market and developing economies. This note reviews the state of theory and evidence on the design of labor market institutions in a developing economy context and then reviews its consistency with actual labor market advice in a selected set of emerging and developing economies. The focus is mainly on three broad sets of institutions that matter for both workers’ protection and labor market efficiency: employment protection, unemployment insurance and social assistance, minimum wages and collective bargaining. Text mining techniques are used to identify IMF recommendations in these areas in Article IV Reports for 30 emerging and frontier economies over 2005–2016. This note has provided a critical review of the literature on the design of labor market institutions in emerging and developing market economies, and benchmarked the advice featured in IMF recommendations for 30 emerging market and frontier economies against the tentative conclusions from the literature.

Book excerpt: Active labor market policies (ALMPs) are found in almost all countries of the world but differ in amplitude, design, and implementation. Comprising an array of measures, ALMPs can take the form of special support for job searching, training and education for the unemployed, and various other subsidies and job creation activities. While providing a valuable overview of the nature of these policies, this book examines some of the pitfalls and challenges countries face when evaluating them. It also provides a policy framework for designing ALMPs that are permanent yet adaptable instruments to cope with changes linked to globalization. Contents Introduction Historical background of ALMPs Definition and functions of ALMPs Contribution of ALMPs to the objectives of employment creation, security in change, equity and poverty reduction Differences in the utilization of ALMPs: Developed, transition and developing countries Evaluation of ALMPs New trends in ALMPs Conclusions: A framework for the management of change Bibliography

Book excerpt: One of the responses to new challenges in the labor market has been the development and expansion of employment services and active labor market policies based on activation principles. The objective of this study is to document and review international experiences, predominantly from selected emerging market economies and developing countries, with the design and implementation of activation programs, provided by Public Employment Services, through the prism of incentives and sanctions. Employment promotion legislation from the reviewed countries is a major source of information. Participation of beneficiaries in relevant services and programs is also analyzed. The study finds that the countries use a variety of instruments, be it specific employment services, active labor market programs, or benefit and other sanctions, to "activate" jobseekers with an aim to encourage them to become more active in their efforts to find work and/or improve their employability. In practice, the activation policies vary considerably across countries.

Available in PDF, EPUB and Kindle. Book excerpt: Employment services promote the efficient allocation of labor by, among other things, promoting labor mobility and improving productivity. This paper assesses the cost- effectiveness of services designed to expedite the exchange of labor between job-seekers and employers. The authors find that the benefits of employment services are not uniform. Benefits may be reduced in small countries with a large informal sector, or when the economy is stagnant and the demand for labor is depressed (even though the need for the services may be greater under such conditions). The authors advocate a balance between public and private sector delivery of employment services. They favor opening the private market for what they term support services, which increase productivity and include income support and retraining. Such support services are distinct from what the authors call core services, provision of which they believe is properly left to the public sector. Core services to assist job-seekers include job-placement services, relocation assistance, counseling, and skills assessment. The authors find that core services are cost-effective and that public sector providers can ensure that such services are delivered to unemployed, low-skilled, or semiskilled workers whose needs may not be met by the private sector. The paper reviews the justification for and development of employment services over time and compares various approaches to the provision of such services. It reviews the various types of employment services and examines the differences between public and private sector delivery.

Book excerpt: Among the issue explored are the following: motivation, mobility, and flexibility in the labour market; effect of contractualisation on public accountability and responsibility; effect on the individual's statutory relationship under social security; whether and to what extent the conditions on which one country successfully introduces contractualisation apply to other countries; and, the unemployed individual as 'contract partner': What conditions can he or she set? The analyses focus on experience with contracts as service deliverance in the labour markets of eight countries: Australia, the United Kingdom, The Netherlands, Belgium, France, Germany, and Finland. Because a certain measure of experience has already been built up by governments, providers, and clients, now is the time to try and learn form good as well as bad practices in order to build coherent institutional frameworks to help the unemployed

Book excerpt: Public Employment Services (PES) in industrialized countries have traditionally provided job-brokering services - arranging for jobseekers to obtain jobs and employers to fill vacancies. Increasingly, they also administer unemployment benefits and provide for the delivery of labor market programs. PES are still in their initial stages in developing countries where many still play the traditional role of job placement and registering the unemployed. There are several good arguments for the provision of employment services. By transmitting information, they can contribute to labor-market efficiency and transparency. PES can also promote equity in access to the labor market and help disadvantaged workers find employment. Furthermore, in countries that have an unemployment benefit system, public employment services, if well designed, can play an important role in verifying eligibility for receiving benefits and reduce costs associated with unemployment through ensuring rapid matches.
