These countries, previously production centres under the socialist planning system of the Soviet Union, have made enormous economic adjustments in order to develop - or attempt to develop - along capitalist lines. As this study will show, however, inequality in Central Asia and the Caucasus is widening, as the Soviet systems of healthcare and state provisions disappear. Rejecting the Cold War-era East/West paradigm often used to analyse the development of these nations, this study analyses development along the North-South lines which characterise the migration patterns and poverty levels of much of the rest of the developed world. This opens up new avenues of research, and helps us understand why it is, for instance, that this region is better characterised as a 'new South' - as skilled workers flood out of the territories and into Russia and Western Europe. Making It Big: Why Developing Countries Need More Large Firms constitutes one of the most up-to-date assessments of how large firms are created in low- and middle-income countries and their role in development. It argues that large firms advance a range of development objectives in ways that other firms do not: large firms are more likely to innovate, export, and offer training and are more likely to adopt international standards of quality, among other contributions. Their particularities are closely associated with productivity advantages and translate into improved outcomes not only for their owners but also for their workers and for smaller enterprises in their value chains. The challenge for economic development, however, is that production does not reach economic scale in low- and middle-income countries. Why are large firms scarcer in developing countries? Drawing on a rare set of data from public and private sources, as well as proprietary data from the International Finance Corporation and case studies, this book shows that large firms are often born large—or with the attributes of largeness. In other words, what is distinct about them is often in place from day one of their operations. To fill the “missing top†? of the firm-size distribution with additional large firms, governments should support the creation of such firms by opening markets to greater competition. In low-income countries, this objective can be achieved through simple policy reorientation, such as breaking oligopolies, removing unnecessary restrictions to international trade and investment, and establishing strong rules to prevent the abuse of market power. Governments should also strive to ensure that private actors have the skills, technology, intelligence, infrastructure, and finance they need to create large ventures. Additionally, they should actively work to spread the benefits from production at scale across the largest possible number of market participants. This book seeks to bring frontier thinking and evidence on the role and origins of large firms to a wide range of readers, including academics, development practitioners and policy makers.

Since independence in 1991, these countries have undergone transitions from being centrally planned economies to market-oriented systems, which did not include the creation of agricultural extension systems. This paper provides information on the current status of the agricultural extension systems in CA with special reference to Kyrgyzstan, Tajikistan and Uzbekistan. We reviewed the existing extension strategies, donor- and state-driven initiatives to revitalize the agricultural extension systems, informal linkages that nongovernmental organizations play in helping a limited number of farmers, and provided recommendations on ways to further improve the agricultural extension services in CA. The information related to each country was analyzed separately. This is because, after independence, each republic in CA had initiated their agricultural reforms with specific objectives and has now established their unique agricultural systems that differ contextually. However, due to having the same history and agricultural system that existed during the Soviet times, we tried to give a historical perspective to the unified agricultural extension system that existed before independence.

It focuses on investments and policy reforms in order to strengthen the financial, technical, and institutional capacities in the power sector and to prepare the Government for undertaking a major expansion of power supply capacity until the year 2020. The Study explores a range of supply and demand alternatives (e.g., thermal, run-of-river hydro, other renewables, energy efficiency and demand management) excluding the option of large hydropower plants especially those requiring storage capacities, given the complexity and delays in their establishment. The option of a large hydropower project in Tajikistan, such as Rogun, is being explored by the various studies conducted by the Government and has involved a long process of information sharing on the findings of the studies for consensus building among stakeholders including Tajikistan, riparian Governments and their various Civil Society Organizations. Such a process requires the assurance of international quality standards, and incorporation of the concerns of all stakeholders. Without prompt actions, as recommended by the Study to address the causes of Tajikistan’s electricity crisis in the next 4-5 years, the shortages could increase to about 4,500 GWh by 2016 - translating to over a third of winter electricity demand. Following the recommendations of the current Study, the GoT will be on the road to establishing a long term energy security in Tajikistan.

The book argues that material factors and interests of these states are not the only motivations for engagement with Central Asia. The author suggests that cultural environment and identity act as additional behavioral incentives for the states’ cooperation as these factors create a space for actors in global politics. The book deconstructs Chinese narratives and foreign policy toward smaller states and presents a more balanced account of Central Asian international relations by taking into account Japanese and South Korean approaches to Central Asia.
