[...] • Section 3 documents the internal and external pressures for change in the work of government, including the lingering effects of downsizing and restructuring, the extensive use of information technology and the shift toward more knowledge and skill-based work. [...] The spread between the top and the bottom of the pay scale is substantially smaller in government than in the private sector, likely a result of political, social and collective bargaining pressures. [...] This means that the spread between the top and the bottom of the pay scale is smaller in the public than in the private sector.
