Book excerpt: The line between man and machine no longer exists. Through grief and loss, Kieran Roark is finally ready to do what he was brought back to do. Reaction Squadron One is called to defend the allied Styrahi against a threat in the Outer Rim. Roark’s squad of exospheric aircraft, paired with a human regiment of armor under the command of his friend Colonel Quinn Whelan, arrives at Carantan to set their defense along with a regiment of Styrahi infantry. Roark believes everything is ready… On Earth, all hell has broken loose. An incursion into the private files of deceased Council Chairwoman Penelope Neige sets off a firestorm. The Prelate is threatened, and a young council candidate is the first to lose herself to Neige’s protocol, who has one goal: vengeance. Her target? General Adam Crowley. But Crawley has a plan. On the brink of combat, Kieran is ordered home. Lieutenant Commander Ayumi Nakamura, the first completely integrated protocol/human, takes charge of the defense of Carantan as Kieran learns how far a long-dead enemy is willing to go to destroy everything and everyone tied to the sleeper program. With familiar friends facing new, shocking enemies, the struggle for Earth’s future begins.

Scientist Berkeley Bennett has one mission: manipulate Kieran’s emotions in an attempt to bring back his memory. But when she falls in love with him, she is forced to make a harrowing decision that may cost Kieran his life. What Kieran knows could save Earth from a coming war. Whether he believes the future is worth saving is another matter. Racing across an unfamiliar world in a body he does not recall, Kieran needs to discover who he was and, more importantly, who he is.

Book excerpt: Hell hath no fury like a protocol scorned! Training as a combat pilot on Mars, Kieran Roark is tantalizingly close to remembering the critical concept he was brought back to lead. With the military establishment, including his instructors, against him, his success hinges on finding the right ally, someone who is willing to risk everything. Sixty million miles away, the Sleeper Program suffers a failure much worse than it originally appears. The second subject, a troubled young woman, attempts suicide. In the ensuring chaos, Kieran’s original protocol finds a way to manifest herself in a human body. Believing Kieran dead, Mally seeks out everyone Kieran loves with vengeance on her mind. As a shadowy foe presses toward Eart once again, the Terran Council orders the Sleeper Program terminated and sentences Kieran to death. The only person capable of saving him isn’t really a person at all.

Book excerpt: When the Protocol on Environmental Protection to the Antarctic Treaty entered into force on 14 January 1998, a new phase commenced for the Antarctic Treaty System. The parties to the Protocol are today confronting issues related to the implementation of a complex international environmental protection regime, both in international and domestic contexts. Several crucial implementation questions need to be solved in order to enhance and make possible the implementation of the Protocol. What would be the consequences for the parties of a possible failure in resolving the pending implementation issues, on what premises can the solutions be based, and what, then, are the options available? This book provides a systematic overview of the implementation issues in sections on jurisdiction, control and enforcement in the Antarctic (Part I), institutional support to the implementation of the Protocol (Part II), normative support to the implementation of the Protocol: an Antarctic liability regime (Part III), relationship with other international instruments and arrangements (Part IV), and, through a series of selected case-studies, issues involved in domestic implementation of the Protocol (Part V). This is a book that will appeal to Antarctic specialists and to all those interested in environmental law and policy.

Book excerpt: History may be written by the victors, but it is not always written in stone. Often the difference between a win or a loss comes down to the smallest moment, the smallest shift. A bit of luck. This anthology of twenty alternate history short stories revisits several of those pivotal moments and imagines what might have happened if things had gone just a little bit differently. The authors have drawn upon the whole timeline of history to tell stories of Scottish kings and Russian czars who lived instead of died, of wars whose outcome hinged on one person’s single choice, and of inventions that might have changed the world. The collection is filled with familiar figures—including Billy the Kid, Vlad Dracula, and Jack the Ripper—as well as stories exploring two very different fates of the Roman Empire. The anthology also includes an alternate history from the fictional world of The Great Gatsby. Some stories look at events that have not yet happened, and a few blur the meaning of time itself. History can be surprisingly malleable if we simply look at it in a new light. And, with a bit of luck, the stories that connect the past to the present can lead us into a world we never imagined. A Bit of Luck is the ninth anthology edited by Lisa Mangum and published by WordFire Press. Profits support the Don Hodge Memorial Scholarship fund for the Superstars Writing Seminars.

Book excerpt: All India Survey on Higher Education (AISHE) was initiated in 2011 during which data for the year 2010-11 was collected. The survey was utmost necessary as none of the source of data on Higher education was giving complete picture of higher education in the country. Also, there were many important parameters on which data is required for policy making but either no data was available or incomplete data was available. For the first time all the major Stakeholders in Higher Education such as University Grants Commissions, All India Council for Technical Education, Medical Council of India as well as State Governments participated in the data collection exercise. The entire survey was conducted through electronic mode and a dedicated portal http://aishe.gov.in was developed for the purpose, thus making the exercise completely paperless. The survey covered all the Institutions in the country engaged in imparting the higher education. Data is being collected on several parameters such as teachers, student enrolment, programmes, examination results, education finance, infrastructure etc. Indicators of educational development such as Institution Density, Gross Enrolment Ratio, Pupil Teacher Ratio, Gender Parity Index etc. are calculated from the data collected through AISHE. These are useful in making informed policy decisions and research for development of education sector.

Available in PDF, EPUB and Kindle. Book excerpt: Holbourne’s theory that rotational head movement and shear strains were limiting factors in producing acute parenchymal brain damage was a watershed moment in understanding traumatic brain injury (TBI). Long term effects, and in particular neurodegenerative proteinopathy subsequent to TBI, remain theoretical, notwithstanding the poorly understood ‘punch drunk’ syndrome of the early and mid-20th century, and the 21st century concept of chronic traumatic encephalopathy. This book, the Handbook of Traumatic Brain Injury and Neurodegeneration, has as its theme the marriage between neurodegenerative disease and neurotrauma through TBI surrogates such as sport, military service, and experimental models, and the legitimacy of that marriage. In the 32 contributions included here, this handbook not only explores the deleterious effects of genuine TBI, but also, and more importantly, the relationship between TBI and neurodegeneration. Controversy notwithstanding, there is much to be learned about the biological effects of TBI, substrates for long-term sequelae, the relationship between TBI and diverse neuropsychiatric disorders, and targets for therapy. The overall message to the neuroscience community from these papers may be a cautionary tale. The null hypothesis, that there is no causal relationship between TBI and progressive neurodegenerative disease, appears to be very much in play, and the book will be of interest to all those working in the field.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the nature of public universities and higher education reforms in emerging economies, with a focus on India, South Africa and Brazil. Drawing on context-based case studies, the essays in the volume highlight the state of public universities amongst the developing world with their shared colonial past and social, caste and race inequalities. Based on comparative and multidisciplinary studies, the book provides a critical account of the policy reforms and changes on account of globalization and markets in higher education in public universities of the Global South regions. The chapters also compare methodological approaches to university reform and restructuring of public universities and higher education systems in USA, Australia, the European Union and India, and examine the California model, the Bologna process, the Melbourne model, the University of Delhi reforms, and engage critically with the New Public Management inspired reform policies. The book further lays the groundwork for understanding 'massification' in a contextual way, and the possibilities for expansion of scale of mass higher education through public provision. With its empirical findings and social theory analyses by global experts, the volume will be of great interest to scholars and researchers of education, higher education, sociology and social anthropology, development studies, public policy and administration, politics, political economy, and Global South studies. It will also be useful to educationists, policymakers and civil society organizations.
