The remarkable development of various Asian countries has drawn millions of people out of poverty and created some of the wealthiest and most competitive economies in the world. Much of this success has been attributed to a distinctly Asian development model that combines high work ethics with an exceptional emphasis on savings and high rates of investment in both infrastructure and human capital. Moreover, the Asian Miracle was also facilitated by the extraordinary complementarily of resources, stages of development and policies of Asian countries. This complementarily made possible a pattern of development known as the Flying Geese model, in which capital, technologies and know-how trickled down, first from Japan to the Tiger economies (Taiwan, Korea, Singapore and Hong Kong) and then to the Aspirant Tigers of Southeast Asia (Thailand, Malaysia, Indonesia and the Philippines), fostering economic development throughout the region. During the 1990s, however, this picture changed abruptly. First, a real estate and equity bubble developed in Japan, the bursting of which dragged Japan into a decade long economic crisis. Second, China emerged as a major player in the world economy as her strategy of opening up to FDI and redirecting economic activity towards exports began to pay off. Book excerpt: The expansion of trade relationships among East Asian economies along with the high economic growth rate in these countries within the last three decades has demonstrated their accomplishment in transferring the benefits of trade into their economies and increasing their production capacities. The 1985 Plaza Accord and the revaluation of Japan's yen, China's transition over the last three decades, and the banking crisis in 1997 to 1998 are among the main events affecting the influence of Japan, the US, and China in East Asia. This study analyzes the pattern of trade relationships in the Emerging East Asian (EEA) economic network in the past three decades and the role of Japan, the US, and China in the region over the mentioned period. The analysis is based on the real data of Asian input-output tables from 1985 to 2005 while estimating those of 2012. The trend of the Leontief coefficients from1985 to 2012 illustrates that the concentration of suppliers has changed gradually due to the emergence of China, South Korea, and Taiwan as new regional suppliers in addition to Japan and the US since 2005. However, China, to some extent, has managed to outperform Japan and the US in the region. Determinants, such as Export-Platform Foreign Direct Investment (FDI) and the resulting knowledge and technology transfers, are analyzed as the drivers of the evolution of China's role in the region. The Contribution Ratios (CR) of final demand of Japan and the US to EEA countries' value added, have decreased during 1985 to 2012, whereas the CR of China has drastically increased during the same period. The results corroborate that the share of export to the GDP index overestimates the share of external demands to the value added in EEA countries. This finding supports the notion that the total export is prone to double counting in East Asian economies.

Book excerpt: Today's China is governed by a new economic model that marks a radical break from the Mao and Deng eras; it departs fundamentally from both the East Asian developmental state and its own Communist past. It has not, however, adopted a liberal economic model. China has retained elements of statist control even though it has liberalized foreign direct investment more than any other developing country in recent years. This mode of global economic integration reveals much about China’s state capacity and development strategy, which is based on retaining government control over critical sectors while meeting commitments made to the World Trade Organization. In China's Regulatory State, Roselyn Hsueh demonstrates that China only appears to be a more liberal state; even as it introduces competition and devolves economic decisionmaking, the state has selectively imposed new regulations at the sectoral level, asserting and even tightening control over industry and market development, to achieve state goals. By investigating in depth how China implemented its economic policies between 1978 and 2010, Hsueh gives the most complete picture yet of China's regulatory state, particularly as it has shaped the telecommunications and textiles industries. Hsueh contends that a logic of strategic value explains how the state, with its different levels of authority and maze of bureaucracies, interacts with new economic stakeholders to enhance its control in certain economic sectors while relinquishing control in others. Sectoral characteristics determine policy specifics although the organization of institutions and boom-bust cycles influence how the state reformulates old rules and creates new ones to maximize benefits and minimize costs after an initial phase of liberalization. This pathbreaking analysis of state goals, government-business relations, and methods of governance across industries in China also considers Japan’s, South Korea’s, and Taiwan’s manifestly different approaches to globalization.

China's inflows have generally been dominated by foreign direct investment (FDI), a pattern that appears to be favorable in light of the recent literature on the experiences of developing countries with financial globalization. We provide a detailed documentation of the evolution of China's capital controls, a proximate determinant of the pattern of capital inflows. We also discuss a number of other intriguing hypotheses that attempt to capture the "deeper" causes underlying China's approach to capital flows. In particular, we argue that some popular mercantilist-type arguments are inconsistent with the facts. We also analyze the recent rapid rise of China's international reserves and discuss its implications. Contrary to some popular perceptions, the dramatic surge in foreign exchange reserves since 2001 is mainly attributable to non-FDI capital inflows, rather than current account surpluses or FDI.
