In the late nineteenth and early twentieth centuries, wealthy white men from Southern cities and the industrial North traveled to the hunting and fishing lodges of the old Confederacy—escaping from the office to socialize among like-minded peers. These sportsmen depended on local black guides who knew the land and fishing holes and could ensure a successful outing. For whites, the ability to hunt and fish freely and employ black laborers became a conspicuous display of their wealth and social standing. But hunting and fishing had been a way of life for all Southerners—blacks included—since colonial times. After the war, African Americans used their mastery of these sports to enter into market activities normally denied people of color, thereby becoming more economically independent from their white employers. Whites came to view black participation in hunting and fishing as a serious threat to the South’s labor system. Scott E. Giltner shows how African-American freedom developed in this racially tense environment—how blacks' sense of competence and authority flourished in a Jim Crow setting. Giltner’s thorough research using slave narratives, sportsmen’s recollections, records of fish and game clubs, and sporting periodicals offers a unique perspective on the African-American struggle for independence from the end of the Civil War to the 1920s.

One way to reduce the impacts of disasters on the nation and its communities is to invest in enhancing resilience-the ability to prepare and plan for, absorb, recover from and more successfully adapt to adverse events. Disaster Resilience: A National Imperative addresses the broad issue of increasing the nation's resilience to disasters. This book defines "national resilience", describes the state of knowledge about resilience to hazards and disasters, and frames the main issues related to increasing resilience in the United States. It also provide goals, baseline conditions, or performance metrics for national resilience and outlines additional information, data, gaps, and/or obstacles that need to be addressed to increase the nation's resilience to disasters. Additionally, the book's authoring committee makes recommendations about the necessary approaches to elevate national resilience to disasters in the United States. Enhanced resilience allows better anticipation of disasters and better planning to reduce disaster losses-rather than waiting for an event to occur and paying for it afterward. Disaster Resilience confronts the topic of how to increase the nation's resilience to disasters through a vision of the characteristics of a resilient nation in the year 2030. Specifically, these authors called into question the use of long-range surveillance (LRS) assets by commanders during that campaign and suggested an assessment ought to be made about their continuing utility and means of employment. This revision contains some important additional information the author received after this book was originally published Major (Retired) James Gebhardt, of CSI, researched and wrote this Occasional Paper with that end in view. In this study, Gebhardt surveys the US Army s historical experience with LRRP and LRS units from the 1960s Cold War and Vietnam War, through their resurgence in the 1980s and use in Operations JUST CAUSE and DESERT STORM, to the advent of the GWOT. The paper's analytical framework examines each era of LRS units in terms of doctrine, organization, training, materiel, leadership, and personnel. In doing so, the author makes a strong case for continuing the LRS capability in the Army s force structure. The variety of environments and enemies likely to be faced by the military in the GWOT continues to demand the unique human intelligence abilities of trained and organized LRS units. As the Army leads the Armed Forces of the United States in combating terrorists where they live, the lessons found in this survey remain timely and relevant.
