Book excerpt: The Committee is happy with the effectiveness of the Electoral Fraud (Northern Ireland) Act 2002 but there are still flaws in the current arrangements. Less than 84 percent of these eligible to vote in Northern Ireland, are currently registered; young people and socially economically depressed groups are especially under-represented. Less than 25 percent of 17 and 18 years olds are registered. Voter's names are no longer placed automatically on next year's register, which is an effective anti-fraud measure, but on the other hand this has highlighted the low level of registration. Fewer of the new Electoral Identity Cards (EIDs) were issued than expected, and, while other forms of photographic ID are acceptable at polling stations,over 3,500 voters were turned away from polling stations at recent elections, because of ID problems. An example of the lack of joined-up thinking was the poor performance of two competing Government telephone help lines during the 2003 canvass period.

Book excerpt: In this report the Political and Constitutional Reform Committee welcomes the Government's decision to move to a system of individual electoral registration in 2014-15, to replace the existing outdated system of registration by household. The Committee raises a number of concerns about the Government's implementation plan. Firstly, levels of registration will fall, by an uncertain amount at first, and if this fall is uneven across the country, it will have a marked and potentially partisan effect on the parliamentary constituency boundaries to be used at the 2020 general election. This risk is enhanced by the proposal to make voter registration voluntary. The Committee recommends that it should initially be an offence to fail to complete a voter registration form, as is currently the case in Northern Ireland. A second concern is that the electoral registers used for the 2015 general election, and initial invitations to register individually, will contain significant inaccuracies. This is because of the Government's decision not to remove voters registered in 2013 from the rolls until after that general, combined with the decision not to hold a full household canvass in 2014. Thirdly, vulnerable electors may be disenfranchised by the Government's decision to require postal and proxy voters to register individually before the 2015 general election. The Committee also recommends the abolition of the edited register. The report also comments on other electoral reforms the Government is proposing, including to the timetable for parliamentary elections, and largely endorses them.

Within the Coalition Programme was the ambition to "reduce electoral fraud by speeding up implementation of Individual Electoral Registration", and this Paper sets out detailed proposals to achieve that objective. At present the electoral register is compiled by household and relies on trusting that those who register to vote are eligible. Individual Electoral Registration requires each elector to register to vote individually, and for each elector to provide personal identifiers for verification. The White Paper sets out a plan to accelerate and implement Individual Electoral Registration in line with the Coalition Agreement by 2014 and before the next UK Parliamentary general election. The Government will also drop the previous Government's plans for a voluntary phase, but instead have a transition period, which means electors who do not register by 2014 will not lose their entitlement to vote in the 2015 General Election. New electors, postal and proxy voters will though need to register under the new system to be able to vote. Alongside this legislation a number of "Data Pilot Schemes" will be launched that will compare the local electoral registers against those of public databases for accuracy and identify unregistered electors eligible to vote. The legislation will also look at modernising the electoral registration in general, including: allowing Electoral Registration Officers to offer more choice in registering, including online; giving people greater control over verification of their eligibility; and once Parliament is satisfied, end the annual canvass of households as the primary means of maintaining the completeness and accuracy of the register.

The report argues that much of the basic infrastructure to improve standards is now in place. The Committee believes standards of behaviour in many areas of public life have improved. But the Committee finds it disturbing that concerns continue to be raised about the integrity of so many of the country's key institutions or those within them; and the evidence of the last few years and months suggests that there is still much to do before the high standards in public life to which we all aspire are fully internalised in the cultures of all our public institutions. The report concludes that the need now is not for more principles, codes or regulators but rather for the existing arrangements to be more consistently and actively implemented.

Book excerpt: The Parliamentary Voting System and Constituencies Act 2011 fundamentally changed the way in which reviews of parliamentary constituencies boundaries are conducted. The new rule requiring the electorate of all but four constituencies to be within 5% of the UK average number of electors for a constituency meant that the Boundary Commissions were unable to give adequate consideration to other factors. Although there is a case for the electorates of parliamentary constituencies to be more equal than is the case at present, the Boundary Commissions must be able to take a balanced approach to various considerations-including reflecting local ties and limiting disruption to existing constituencies. If no action is taken, the next boundary review will commence in early 2016. It is recommended that the rules be changed-including relaxing the 5% rule and reversing the reduction of the number of parliamentary constituencies to 600-ahead of the next boundary review. To achieve this, the next Government should make a statement no later than June 2015 on its policy on the rules for the distribution of parliamentary constituencies. This statement should respond to the recommendations set out in this report. The Government should in July 2015 publish a draft Bill for pre-legislative scrutiny and introduce a Bill in the autumn of 2015 to receive Royal Assent by early 2016.
