Emmanuel Saffa Abdulai is Head of the Department of Law, Faculty of Law, University of Sierra Leone. He is also a civil society practitioner working on elections and leading coalitions. He is a pro-democracy activist and was chair of the Political Affairs Cluster of the African Union's Economic Social and Cultural Council monitored several elections in Africa. He led the legal review process of Sierra Leone's election laws leading to the 2023 elections. .

Many expected that these factors would help spark a transition away from ethnic competition and clientelism toward more programmatic elections. Focusing on urban Ghana, this book shows that the growing middle class and high levels of ethnic diversity are not having the anticipated political effects. Instead, urban Ghana is stuck in a trap: clientelism and ethnic voting persist in many urban neighborhoods despite changes to the socio-economic characteristics and policy preferences of voters. Through a unique examination of intra-urban variation in patterns of electoral competition, Nathan explains why this trap exists, demonstrates its effects on political behavior, and explores how new democracies like Ghana can move past it.

So when and why do voters choose not to vote for their ethnic group's party even when it is often advantageous to do so? In Everyday Identity and Electoral Politics, Adam S. Harris explores how social identities, such as ethnicity and race, influence politics and voting behavior in Sub-Saharan Africa. Using a continuous conceptualization of ethnicity, he explains that individuals who are not readily associated with their ethnic group are less likely to vote along ethnic lines and more likely to be swing voters in elections that are centered around ethnic divisions. Drawing upon original survey data, survey experiments, interviews, focus groups, and participant observations, Harris conceptualizes a theory of identity construction that both predicts differences in vote choice and theorizes how the identity construction process shapes differential outcomes in vote choice within ethnic groups. A novel study of "atypical" voters who do not go along with their ethnic or racial cohorts in the voting booth, this book sheds new light on the complex and nuanced relationship between ethnic group membership and political preferences, as well as the malleability of ethnicity and race as categories.

Although there is a large and growing literature on democracy and elections in Africa, parties and party systems have hitherto not been the focus of research, which may be surprising given their central role in a liberal democracy. The early works from the 1960s and 1970s provide neither a sound conceptual nor empirical basis. Research on political parties and party systems in Africa is still in its infancy. Various contributions in this volume address the theoretical and conceptual challenges provided by the African parties and party systems with their particular features of weak organization, informal relationships dominated by "big men" and clientelism within a neopatrimonial setting. Others raise the crucial question of representation in relation to ethnicity, civil society and gender, or look into the empirical relationship between party systems and democracy. Further chapters ask questions about the appropriate electoral system for the multiethnic context in Africa and deal with the problem of electoral system reform. Finally, there are chapters which focus on the neglected area of electoral violence, and the moral role of money and vote buying is scrutinized through a case study. Local leaders can change the electoral dynamics by helping politicians secure votes among people of different ethnicities. Multiparty democracy was at the core of the constitutional revolutions that swept through most of Africa in those watershed years. However, that wave is either losing momentum or receding - or being reversed in its entirety. This volume examines democracy and elections in Africa, a focus motivated by two concerns. First, after 30 years it is important to take stock of the state of constitutional democracy on the continent. The democratic gains of the 1990s and 2000s seem to be falling by the wayside, with the evidence mounting that regimes are concealing authoritarianism under the veneer of elections, doing so in an international context where populist regimes are on the rise and free and fair multiparty elections are consequently no longer a given. It is becoming a battle to protect and retain constitutional democracy. The second reason for this volume's focus on democracy and elections is that multiparty democracy is essential for the proper functioning of the state in addressing the major problems facing Africa - internal conflict, inequality and lack of development, and poor governance and corruption. An examination of the independence period demonstrates the rich diversity of forms, experiences, and meanings of elections in Africa. For some observers, elections are a clear example of multiple failures in Africa-the failure of democracy and institutional transfer and the breakdown of much of the African political process in general. The authors of this book argue that elections in Africa have played a much more significant role than has commonly been recognized; that in spite of problems, elections are an important part of African contemporary political life. It has been too easy to dismiss elections in Africa as irrelevant because there are fewer today than there were two decades ago or because they have frequently failed to conform to democratic norms. However, in a period in which the primary trends of government are toward exclusion, African elections provide one of the few instruments of political action open to civil society. This study of the electoral process suggests a number of themes and conclusions about the relationship of the electoral process to state power and institutions, elite competition, mass participation, legitimacy and its limits, ethnic conflict, mobilization, party competition, authoritarian regimes, the growing incidence of electoral violence, and mass support for democratic values. Fred M. Hayward's substantive introduction discusses the electoral process in general. Eight case studies of key African countries then illustrate the varied meanings and implications of elections in independent Africa, and in the final chapter Hayward draws conclusions about the role and impact of elections. It is clear that although electoral processes have demonstrated a certain fragility, both the form and the process have shown remarkable resilience.
