Marking how historical policy changes on citizenship and contemporary public discourse on dual citizenship have impacted development policy and practice, she reveals that as Liberia transformed from a country of immigration to one of emigration, so too did the nature of citizenship, thus influencing claims for and against dual citizenship. In this engaging contribution to scholarly and policy debates about citizenship as a continuum of inclusion and exclusion, and development as a process of both amelioration and degeneration, Pailey develops a new model for conceptualising citizenship within the context of crisis-affected states. It does so by examining the case of Zambia, where people identify themselves either as members of one of the country's seventy-three tribes or as members of one of its four principal language groups. The book accounts for the conditions under which Zambian political competition revolves around tribal differences and under which it revolves around language group differences. Drawing on a simple model of identity choice, it shows that the answer depends on whether the country operates under single-party or multi-party rule. During periods of single-party rule, tribal identities serve as the axis of electoral mobilization and self-identification; during periods of multi-party rule, broader language group identities play this role. The book thus demonstrates how formal institutional rules determine the kinds of social cleavages that matter in politics.

Nationalist Passions poses a stark challenge to extreme rationalist understandings of political conflict. Stuart J. Kaufman elaborates a compelling theory of ethnic politics to explain why ethnic violence erupts in some contexts and how peace is maintained in others. At the core of Kaufman's theory is an assertion that conflicts are initiated due to popular "symbolic predispositions"—biases of all kinds—and perceptions of threat.Kaufman puts his theory to the test in a range of conflicts. He examines some highly violent episodes, among them the Muslim rebellion in the southern Philippines beginning in the 1970s; the civil war in southern Sudan that began in the 1980s; and the Rwanda genocide of 1994. Kaufman also analyzes other situations in which leaders attempted to tame the violence that nationalist passions can generate.
