Book excerpt: Papua New Guinea’s general election in 2007 attracted particular interest for several reasons. Not only did it follow what was widely acknowledged as the country’s worst election ever, in 2002 (in which elections in six of the country’s 109 electorates were declared to be ‘failed elections’), it was the first general election to be held under a new limited preferential voting system. It also followed the first full parliamentary term under the Organic Law on the Integrity of Political Parties and Candidates, which had been introduced in 2001 in an attempt to strengthen political parties and create a greater degree of stability in the national parliament, and was the first to embrace a ‘whole-of-government’ approach to electoral administration, through an Interdepartmental Electoral Committee. This volume provides an analysis of the 2007 election, drawing on the work of a domestic monitoring team organized through the National Research Institute, and several visiting scholars. It addresses key issues such as voter education, electoral administration, election security, the role of political parties, women as candidates and voters, the shift to limited preferential voting, and HIV transmission, and provides detailed accounts of the election in a number of open and provincial electorates. It is generally agreed that the election of 2007 was an improvement on that of 2002. But problems of electoral administration and voting behaviour remain. These are identified in this volume, and recommendations made for electoral reform.

Excerpt: The Democratic primary for the 2010 United States Senate election in Pennsylvania took place on May 18, 2010, when Congressman Joe Sestak defeated incumbent Arlen Specter, which led to the end of Specter's five-term Senatorial career. Just prior to the start of the primary campaign, after serving in the Senate as a Republican for 29 years, Specter had switched to the Democratic Party in anticipation of a difficult primary challenge by Pat Toomey; Sestak was ultimately defeated by Toomey in the general election. Political observers and journalists described the race between Specter and Sestak as one of the bitterest and most watched of all the 2010 primary elections. Although Sestak was initially urged to run by the Democratic establishment, Specter gained wide support from Democrats after he switched parties. Major political figures like President Barack Obama and Pennsylvania Governor Ed Rendell later tried to sway Sestak from continuing the race, fearing he would damage Specter's chances in the general election. Former President Bill Clinton offered Sestak a position in the Obama administration if he withdrew his candidacy, an offer Republicans would later criticize. Sestak refused to drop out and criticized Specter's party switch as an opportunistic move aimed...

Book excerpt: Primary source materials are a great way for students to experience firsthand a historic event, to more fully understand a pivotal actor or figure, or to explore legislation or a judicial decision. Students leave these readings better prepared to grapple with secondary sources. In fact, they can often support a different interpretation or more critically engage with analysis. This new volume—with 50 documents that include speeches, court cases, letters, diary entries, excerpts from autobiographies, treaties, legislation, regulations and reports, documentary photographs, ad stills, public opinion polls, transcripts, and press releases—is a great starting point for any parties and elections course. Careful editing, pithy headnotes, and discussion questions all enhance this useful reader.
