Relatively unsuccessful results flowed from the British withdrawal from Aden during the 1960’s and the American withdrawal from Vietnam during 1972-1973. As the last British troop departed Aden, a state of turmoil prevailed. Not only could the insurgents realistically claim victory in evicting the British by force, but also the territory later became the Arab world’s first Marxist state and a base for terrorists. America’s departure from Vietnam produced similar disappointment. More successful outcomes occurred during the British withdrawal from Malaya in the 1960’s and the American withdrawal from El Salvador in 1988-1989. After World War II, the British attempted to re-establish colonial control of Malaya and faced resistance from communist insurgents. In the midst of their counterinsurgency, the British government granted Malaya independence in August 1957. The Malayan government, backed by British support, continued its struggle against the communist insurgents for another three years. The Malayan government announced victory in 1960 and began to enjoy a relatively peaceful and prosperous aftermath. From kidnappings, assassinations, and other political-criminal activities, an insurgency emerged in El Salvador in 1979. As the movement transitioned to guerrilla warfare, the insurgent fighters rivaled the strength of the Salvadoran security forces. From 1980-1992, the government of the United States provided El Salvador extensive funding for social and political reforms, military material support, and training to counter the communist insurgents. These efforts, coupled with effective El Salvadoran governance, eventually led the communists to abandon their cause.

Conventional accounts focus on geopolitics or elite ideology. C. William Walldorf, Jr., argues that the politics surrounding two broad, public narratives—the liberal narrative and the restraint narrative—often play a vital role in shaping US decisions whether to pursue robust and forceful regime change. Using current sociological work on cultural trauma, Walldorf explains how master narratives strengthen (and weaken), and he develops clear predictions for how and when these narratives will shape policy. To Shape Our World For Good demonstrates the importance and explanatory power of the master-narrative argument, using a sophisticated combination of methods: quantitative analysis and eight cases in the postwar period that include Korea, Vietnam, and El Salvador during the Cold War and more recent cases in Iraq and Libya. The case studies provide the environment for a critical assessment of the connections among the politics of master narratives, pluralism, and the common good in contemporary US foreign policy and grand strategy. Walldorf adds new insight to our understanding of US expansionism and cautions against the dangers of misusing popular narratives for short-term political gains—a practice all too common both past and present.

Book excerpt: In Reagan's Gun-Toting Nuns, Theresa Keeley analyzes the role of intra-Catholic conflict within the framework of U.S. foreign policy formulation and execution during the Reagan administration. She challenges the preponderance of scholarship on the administration that stresses the influence of evangelical Protestants on foreign policy toward Latin America. Especially in the case of U.S. engagement in El Salvador and Nicaragua, Keeley argues, the bitter debate between U.S. and Central American Catholics over the direction of the Catholic Church shaped President Reagan's foreign policy. The flash point for these intra-Catholic disputes was the December 1980 political murder of four American Catholic missionaries in El Salvador. Liberal Catholics described nuns and priests in Central America who worked to combat structural inequality as human rights advocates living out the Gospel's spirit. Conservative Catholics saw them as agents of class conflict who furthered the so-called Gospel according to Karl Marx. The debate was an old one among Catholics, but, as Reagan's Gun-Toting Nuns contends, it intensified as conservative, anticommunist Catholics played instrumental roles in crafting U.S. policy to fund the Salvadoran government and the Nicaraguan Contras. Reagan's Gun-Toting Nuns describes the religious actors as human rights advocates and, against prevailing understandings of the fundamentally secular activism related to human rights, highlights religion-inspired activism during the Cold War. In charting the rightward development of American Catholicism, Keeley provides a new chapter in the history of U.S. diplomacy and shows how domestic issues such as contraception and abortion joined with foreign policy matters to shift Catholic laity toward Republican principles at home and abroad.

Since that time it has grown in influence, spreading to other areas of the Third World, along with bitter controversy about its ties to Marxist ideology and violent revolution. Drawing on both English and Spanish sources, this critical study examines the history, method, and doctrines of liberation theology. Sigmund considers the movement's origins in political circumstances in Latin America and provides case studies of its role in such events as the revolution and counter-revolution in Chile, and in the revolutionary movements in El Salvador and Nicaragua. Examining the thought of major liberation theologians, as well as the critical responses of the Vatican, Sigmund shows that liberation theology is a complex phenomenon, comprising a variety of kinds and degrees of radicalism. He discerns a general trend away from the Marxist rhetoric that has often characterized the movement in the past and towards the kind of grassroots populist reform typified by the Basic Christian Communities Movement.

Book excerpt: With the Beatification of Monseñor Oscar Romero, our current Pope Francis has asked theologians to consider how we might allow for an expanded definition for martyrdom in the 21st century. Remembering Oscar Romero and the Martyrs of El Salvador responds to that challenge. How do we name Oscar Romero, Rutilio Grande, the U.S. churchwomen, and the Jesuits and two laywomen killed at the UCA as martyrs? Is it a new category with a new definition? Or is it simply an amplification of what we have long considered Christian witness? While there is a long history of martyrdom in Latin America, this book elaborates on four case studies for martyrdom focusing on the reality in El Salvador: Rutilio Grande, S.J. killed in 1977, Archbishop Oscar Romero killed in 1980, the U.S. churchwomen killed in 1980, and the six members of the UCA Jesuit community and their two female collaborators killed in 1989. Insights from the work of Jon Sobrino illuminate these case studies. First, his Christological insights from Jesus the Liberator and Christ the Liberator are used to analyze the reality of martyrdom, particularly in reference to the terms martyr, crucified people, and martyred people. Second, his more recent articles challenge a strict interpretation of the traditional definition of martyrdom, especially focusing on his terms Jesuanic martyr, a martyr for justice, and even a more polemic suggestion of an anonymous Christian martyr. Finally, the book concludes by combining Sobrino's insights and the reality of martyrdom today, updated with the recent scholarship in Romero's beatification process which attempts to show Romero as a martyr. In the end, the book hopes to offer some suggestions for an expanded definition of martyrdom in the 21st century. By responding to the call of Pope Francis for an expanded definition, the reality of martyrdom in Latin America might be better understood and applied to the universal church.
