A estos efectos, la Unión Europea desarrolla tres grandes líneas de acción: el régimen de comercio de derechos de emisión de gases de efectos invernadero, las energías renovables y la eficiencia energética, dando lugar a un complejo entramado normativo.España es uno de los países más vulnerable a los efectos del calentamiento global, lo que ha llevado a colocar la lucha contra el cambio climático en el eje de las políticas públicas. Respondiendo a sus compromisos internacionales y con la Unión Europea, en mayo de 2020 el gobierno estatal remitió al Congreso, para su tramitación parlamentaria, el proyecto de «Ley de Cambio Climático y Transición Energética», que incorpora la acción climática a todos los sectores económicos. No obstante, tres Comunidades Autónomas (Cataluña, Andalucía y Baleares) han aprobado sus respectivas leyes de cambio climático.
