Sin embargo, los graves problemas y las tendencias negativas que enfrenta la industria nacional actualmente hacen que, de continuar las politicas vigentes, su potencial de inversion e incremento de ingresos muy probablemente se desaproveche. Venezuela inicio el siglo XX sumida en la pobreza, pero ya para los anos sesenta era considerado uno de los paises mas exitosos de la region, con una importante movilidad social y una democracia que si bien aun era incipiente constituia una excepcion en un continente azotado por dictaduras militares. Esta realidad comienza a cambiar drasticamente a partir de finales de los anos setenta, dando paso un proceso de estancamiento economico que se percibe temporal al principio pero que, con repuntes ocasionales, se torna permanente. Un acelerado aumento en los indices de pobreza y desigualdad, aunados a un sistema politico incapaz de ajustarse a un entorno petrolero menos favorable y convertir las demandas de la poblacion en soluciones concretas, condujo irremediablemente a la crisis politica de los noventa. En 1998 Hugo Chavez logra capitalizar la desilusion generada con una narrativa errada pero atractiva, teniendo ademas la buena fortuna de llegar al poder en visperas del auge petrolero mas prolongado de la historia. Hoy padecemos las consecuencias de este desenlace. Este devenir reclama una explicacion rigurosa de sus causas para poder proponer correctivos apropiados. Esto no se ha hecho de un modo sistematico sino que se tiende a confundir causas con efectos y se culpa a la corrupcion, al neoliberalismo o al imperialismo, segun convenga. El petroleo es actor central de esta historia y necesariamente cualquier solucion pasa por entender su papel. En este libro Pedro Luis y Luis Roberto se proponen analizar a profundidad la experiencia venezolana con su petroleo y como este ha definido el rumbo economico y politico del pais desde principios del siglo XX. "El Petroleo como instrumento de progreso" es una publicacion que se divide en dos partes, la primera trata acerca del uso del ingreso petrolero mientras que la segunda trata del manejo de la industria. En ambas partes se presenta un marco analitico que permite evaluar la trayectoria andada, derivar lecciones y a partir de alli hacer propuestas concretas. Entre las ideas novedosas que nos presenta esta obra esta la necesidad de sembrar en el petroleo mas que simplemente sembrar el petroleo, es decir, aprovechar el potencial de la industria petrolera como generadora de nuevas capacidades nacionales y su efecto multiplicador sobre el resto de la economia. Tambien se subraya que el problema no se halla en el rentismo como tal, sino en la discrecionalidad con la que el Estado asigna los recursos petroleros, lo que los autores llaman "rentismo discrecional." Segun los autores toda propuesta de cara al futuro debe apuntar a sustituir la actual relacion Ciudadano-Estado-Petroleo, en la que el Estado asigna discrecionalmente la renta petrolera y los ciudadanos son meros receptores, por una alternativa en la que el Estado se perciba como dependiente de los Ciudadanos y los mismos tengan, no solo los incentivos, sino tambien la capacidad efectiva de exigir la plena rendicion de cuentas en el uso de los recursos. Mas alla de presentarnos propuestas concretas e innovadoras, los autores nos proporcionan un marco conceptual para tratar este importante tema y hacen un llamado para un gran debate nacional en torno a la interrogante: que hacer con nuestro petroleo?
