Tal proceso de ampliación ha sido cuestionado debido a que algunos personajes han objetado que ésta debe tener ciertos límites y condiciones, pues antes que nada conviene tomar en cuenta el elemento de cohesión para formar parte del mecanismo. Esto permite que exista una política exterior que se adapte a los intereses y al marco constitucional de la Unión de manera conjunta, dejando de lado los temores sobre la acción política hacia el exterior en distintas vertientes por parte de los países miembros. En este sentido, y bajo la premisa de la negociación, La unión Europea ha desarrollado una política de vecindad exitosa a raíz de su ampliación al Este. Sin embargo, el proceso de participación en la toma de decisiones de los nuevos miembros parece tornarse más complejo conforme avanza y sus relaciones son un elemento importante en el diseño de una política exterior conjunta, lo cual es explicado en este artículo a partir del desarrollo de dos etapas: una previa y ora posterior a la adhesión.
