Poco se había realizado en materia de aplicación a sistemas educativos en los gobiernos. La crisis sanitaria, social y económica que se vive a nivel global pone en manifiesto las carencias que muchos de los sistemas educativos en Hispanoamérica presentan. Sin embargo, dados los avances que las Nuevas Tecnologías ofrecen al campo educativo, y su impacto al mundo actual, especialmente en lo relacionado con el progreso y el desarrollo de la información y de las comunicaciones (TICs), es necesario evaluar una perspectiva pedagógica sobre la educación a distancia y la educación virtual, en busca de formar ciudadanos de alto impacto social global, ciudadanos del mundo que sean capaces de pensar globalmente y actuar localmente.
