Book excerpt: La globalización, que permite e impulsa el auge de las empresas multinacionales y los vínculos de dependencia entre las economías, ha hecho que todos los estados se vena en la necesidad de coordinar sus políticas para favorecer el crecimiento del libre mercado. Sin embargo, la disminución de las fronteras y la facilitación del libre tránsito de bienes y servicios, también favorece la actuación de las empresas criminales. Por lo tanto, los Estados se han visto obligados a coordinar sus políticas de represión de la criminalidad y a responder a un fenómeno transnacional de manera conjunta. Muestra de ello, son las múltiples convenciones y recomendaciones internacionales en materia de lavado de activos, que buscan unificar la propuesta legislativa respecto a los tipos penales de blanqueo de capitales, a pesar de encontrarse en ordenamientos jurídicos sumamente distintos. La idea que subyace a estos esfuerzos es desincentivar el blanqueo de capitales que implica también combatir los delitos que producen los bienes. En la medida en que se reduzca la posibilidad de disfrutar las ganancias de los delitos, cometer ciertas conductas deja de tener sentido. En consecuencia, la lucha contra el blanqueo de capitales es, a su vez, la lucha contra la criminalidad organizada y los llamados delitos precedentes. Se debe fortalecer el orden jurídico mediante la idea de que “el crimen no paga” y vencer la cultura del dinero fácil que tanto mal le ha hecho a la sociedad latinoamericana. Book excerpt: The urgent need to professionalize Mexican police has been recognized since the early 1990s, but despite even the most well-intentioned promises from elected officials and police chiefs, few gains have been made in improving police integrity. Why have reform efforts in Mexico been largely unsuccessful? This book seeks to answer the question by focusing on Mexico's municipal police, which make up the largest percentage of the country's police forces. Indeed, organized crime presents a major obstacle to institutional change, with criminal groups killing hundreds of local police in recent years. Nonetheless, Daniel Sabet argues that the problems of Mexican policing are really problems of governance. He finds that reform has suffered from a number of policy design and implementation challenges. More importantly, the informal rules of Mexican politics have prevented the continuity of reform efforts across administrations, allowed patronage appointments to persist, and undermined anti-corruption efforts. Although many advances have been made in Mexican policing, weak horizontal and vertical accountability mechanisms have failed to create sufficient incentives for institutional change. Citizens may represent the best hope for counterbalancing the toxic effects of organized crime and poor governance, but the ambivalent relationship between citizens and their police must be overcome to break the vicious cycle of corruption and ineffectiveness.
