Whereas by our Proclamation, bearing date the ninth day of March last, we thought fit by and with the advice of our Executive Council to Prorogue our Provincial Parliament until the sixteenth day of this present month of April, at which time in our Town of York you were held and constrained to appear. But we taking into our Royal consideration the ease and convenience of our loving subjects, have thought fit, by and with the advice of our Executive Council, to relieve you and each of you of your attendance at the time aforesaid, hereby convoking, and by these presents enjoining you and each of you, that on the twenty-fourth day of May next ensuing you meet us in our Provincial Parliament in our Town of York, there to take into consideration the state and welfare of our Province of Upper Canada, and therein to do as may seem necessary. Jane Errington's examination of the attitudes and beliefs of the Upper Canadian elite between 1784 and 1828, as seen through their private papers, public records, and the newspapers of the time, suggests that this view is far too simplistic. Errington argues that in order to appreciate the evolution of Upper Canadian beliefs, particularly the development of political ideology, it is necessary to understand the various and changing perceptions of the United States and of Great Britain held by different groups of colonial leaders. Colonial ideology inevitably evolved in response to changing domestic circumstances and to the colonists' knowledge of altering world affairs. It is clear, however, that from the arrival of the first loyalists in 1748 to the passage of the Naturalization Bill in 1828, the attitudes and beliefs of the Upper Canadian elite reflect the fact that the colony was a British-American community. Errington reveals that Upper Canada was never as anti-American as popular lore suggests, even in the midst of the War of 1812. By the mid 1820s, largely due to their conflicting views of Great Britain and the United States, Upper Canadians were divided. The Tory administration argued that only by decreasing the influence of the United States, enforcing a conservative British mould on colonial society, and maintaining strong ties with the Empire could Upper Canada hope to survive. The forces of reform, on the other hand, asserted that Upper Canada was not and could not become a re-creation of Great Britain and that to deny its position in North America could only lead to internal dissent and eventual amalgamation with the United States. Errington's description of these early attempts to establish a unique Upper Canadian identity reveals the historical background of a dilemma which has yet to be resolved. This edition of the book is updated with a new introduction by the author.

These conscientious objectors to the draft are the subject of Peter Brock's latest collection, Against the Draft. Brock, the world's leading historian on pacifism, has assembled twenty-five of his essays on conscientious objection to the draft from the beginning of the Radical Reformation in 1525 to the end of the Second World War. Included in the collection are essays on little known facets of the anti-draft movement including the Anabaptist-Mennonite tradition of military exemption that started with the outset of the Radical Reformation in 1525 and has continued, with variations, until the present. Further articles deal with the Quakers in a number of countries, Civil-war America, Leo Tolstoy (who became a convinced pacifist in the later part of his life), British conscientious objectors in the Non-Combatant Corps, the emergence of conscientious objection in Japan, and the fate of conscientious objectors in the psychiatric clinics of Germany and in interwar Poland. Essays on the Central European Nazerenes and on Jehovah's Witnesses in Nazi Germany highlight the exceptionally harsh treatment meted out to conscientious objectors belonging to these two sects, and their steadfast resistance to the state's demand to bear arms. Against the Draft makes an important contribution to the growing study of pacifism and conscientious objection, and represents a key work in the career of the field's foremost scholar.

It was used both to distinguish Loyalists from the American late-comers and to differentiate supporters of the political status quo from opponents of the administration. Tories and Reformers attached different qualities to loyalty. Although the Tories framed the political debate, a moderate Reform conception developed in response. The importance of loyalty was unchallenged by moderate Reformers, but they wished to redefine it in ways that would legitimize their own political goals. They appealed to British political traditions that emphasized the idea of individual dissent based on constitutional rights and the necessary independence of legislators threatened by the use of prerogative power as well as the corruption of the executive. By the 1830s, the polarization of politics seemed to offer only two choices - loyalty or disloyalty. This transitional period led to the emergence of moderate and accommodative Toryism as a response to the exclusiveness of the Family Compact. Moderate Toryism developed because other groups, who were not prepared to give up their political and social exclusion, had been drawn into the debate. The moderate Reformers survived through the 1840s and entered the administration. Tories also prospered through adoption of the Reform position permitting new groups to enter the High Tory elite. The result was the formation of a conservative consensus which dominated Upper Canada, whose conservatism lay in a new definition of loyalty which had evolved through the initiatives of moderate Reformers.
