The emergence of the Internet fuelled the proliferation of online matching platforms that facilitate the redistribution of omnipresent surplus resources. This article examines the role of governments in the law in facilitating the most efficient allocation of public resources to academic researchers. Assuming that diversity of funded research projects is one of the primary goals, we developed a hypothetical social network model that helps compare two major policies employed by governments in allocating public funds (“selection and concentration” and “diverse allocation”). Our findings highlight the potential advantages of both funding approaches and illustrate that larger and more selective models could potentially lead to more diverse allocation of public resources. Accordingly, we offer some policy recommendations, one of which is that governments (and legal frameworks) should utilize multiple resource allocation approaches because this could lead to more efficiency and diversity.

Book excerpt: This paper proposes a practical, relatively simple approach to the benefit evaluation of research proposals in a large research portfolio, which may include hundreds of relatively small-scale proposals (for example, agricultural research funds). The approach is based on the measurement of quot;elasticity of technological improvementquot; (ETI). This measurement is similar to quot;elasticity of demandquot;, widely used in economics. ETI enables to compare the economic benefits from different proposals and it can be used in large diversified research proposal portfolios. It fits into the prevailing peer review evaluation and selection process. ETI enables the peer review team to add the comparative economic evaluation to the overall evaluation of research proposals in a do-it-yourself manner as an additional consideration, to improve the quality of their decision-making. This approach is useful especially in countries that have very limited research funds, requiring them to choose among proposals that may all be economically profitable and make the most efficient allocation of their limited research funds. The method is demonstrated on the avocado branch.

Using articles published, either raw counts or adjusted for quality, we find a strong, positive causal effect of funding on knowledge production. This effect is similar across subsets of universities, suggesting a relatively efficient allocation of R&D funds. Finally, we document a rapid acceleration in the rate at which chemical knowledge was produced in the late 1990s and early 2000s relative to the financial and human resources devoted to its production.

Book excerpt: The objective of this thesis is to analyze the efficiency of the implementation of new research policies, which change the rationale of funding allocation to academic researchers in France. The creation of the French funding agency 'Agence Nationale de la Recherche' (ANR) in 2005 gives a higher weight to grants allocated in a competitive way, in addition to the traditional block funds allocated to laboratories. This approach is based on the rationale of introducing some competition between researchers and to award only those who prepare the best proposals. Furthermore the program 'Investissement d'Avenir' (PIA), initiated by the French government in 2010, has been implemented to foster research excellence. Thus some competing universities obtain high level of funding in order to improve their international visibility. The first chapter of the thesis studies to what extent do funding agencies support novel research. We investigate the influence of the originality of conducted research over the decision of the researchers to apply and over the evaluation of the projects by the agency. In the second chapter, we assess and quantify the impact of receiving a competitive grant from the ANR on several indicators measuring the ex-post research performances of grantees. Our study is based on a database covering all the applications to the ANR between 2005 and 2009. The third chapter studies the implementation of a policy based on the allocation of a substantial competitive subvention to some selected universities and research laboratories. We investigate how this policy impacts the ex-post research performances of the researchers and faculty members with an application to the University of Bordeaux.
