La libéralisation des échanges comme les politiques d'ajustement structurel, en modifiant brutalement le mode de régulation des échanges et en minimisant l'action correctrice de l'Etat, introduisent des risques nouveaux et des incertitudes majeures. L'insertion internationale à marche forcée et l'ajustement structurel interne peuvent apporter un mieux dans des systèmes alimentaires aptes à tirer le meilleur parti de l'instauration du marché. Ils peuvent accélérer un processus négatif si le milieu d'application est fragile et/ou si sa capacité de réaction est amoindrie. La dégradation sociale immédiate enregistrée à la suite de la mise en oeuvre de la "stabilisation" n'est que rarement compensée par une relance suffisante de la production. Si l'on enregistre un meilleur accès physique aux aliments dans bien des pays ayant vécu des pénuries, la différenciation économique s'aggrave. La relance de l'offre alimentaire bute sur une libéralisation mal organisée, des obstacles organisationnels et des rapports sociaux inchangés. La vulnérabilité des systèmes alimentaires et leur capacité de réaction déterminent les effets des nouvelles politiques et la capacité d'adaptation aux processus de transition où le pire pour la sécurité alimentaire voisine avec le mieux. Le concept "élargi" de sécurité alimentaire et celui de "droit" à l'alimentation vont-ils être remis en cause en cette fin de siècle ? On peut s'interroger tant que les politiques actuelles ne tiendront pas compte des histoires nationales et de la complexité du fait alimentaire, et ne mettront pas un accent fort sur une redistribution minimale. Est-ce tolérable pour les comptables de l'ajustement ? (Résumé d'auteur).
