Focusing on adaptation to climate change/variability is critical because the developmental challenges West Africa faces are increasingly intertwined with its climate history. Today, climate change is a major developmental issue for agrarian rural communities with high percentages of the population earning a living directly or indirectly from the natural environment. This makes them highly vulnerable to climate-driven ecological change, in addition to threats in the broader political economic context. It is imperative that rural people adapt to climate change, but their ability to successfully do so may be limited by competing risks and vulnerabilities. As such, elucidating those vulnerabilities and sources of strength with regard to the adaptive capacities needed to support successful adaptation and avoid maladaptation is critical for future policy formulation. Though the empirical discussion is geographically based on West Africa, its applicability in terms of the processes, structures, needs, strategies, and recommendations for policy transcends the region and provides useful lessons for understanding adaptation broadly in the developing world.

Book excerpt: This study examines transportation alternatives for moving cereals into position for storage under the West African Food Security Regional Reserve agreed to by the Economic Community of West African States (ECOWAS) in 2013, for which cereals were first procured in 2017. It describes the reserve’s management structure and rules for procuring commodities, both types of cereals and preferred sourcing for those purchases. The study identified countries within the 15-nation ECOWAS region where the desired types of cereals are available, and recent sources for imported rice, which is a preferred staple food in ECOWAS member countries even though the region is far from self-sufficient in this commodity. Despite the poor quality of roads and commercial trucks in much of West Africa and the official and unofficial barriers to movement of products across national borders, surface transportation of cereal shipments is determined to be the most economical mode of transportation for servicing the stockholding facilities of the regional reserve for goods originating within the continent. Significant investments are scheduled to be made in railroads that cross national borders within West Africa, as well as in infrastructure for river transport, including inland port facilities and improving navigable channels in key regional river systems, but those modes are not yet viable alternatives to road transport for most of the West Africa region.

For instance, they connect farmers to urban markets; make significant investments in rural areas; provide employment to vulnerable populations such as women and youth; and propel the modernization of agrifood value chains. In sub-Saharan Africa, where agriculture comprises 53 percent of total employment and 15.5 percent of gross domestic product, supporting SMAEs can have great implications for pro-poor growth and rural transformation. To support SMAEs in fulfilling their potential, the Food and Agriculture Organization of the United Nations (FAO) has been dedicating research to better understand their policy and technical needs. This publication is such output and aims to provide an assessment of the policy and institutional framework in Senegal shaping the business models of small and medium agrifood processors. This systemic appraisal of Senegal’s business enabling environment for SMAEs was cross-fertilized with an analysis of the business models of three rice millers, resulting in a related FAO technical study 'The role of small and medium agrifood enterprises in food systems transformation: the case of rice processors in Senegal'.
