Book excerpt: This paper presents an examination of the impact of the property tax on several dimensions of urban structure. Those dimensions considered are blight, capital density, and leapfrogging. For each dimension previous research is reviewed, and theoretical models of the relationship between the tax and the impact are constructed. Both the level of the property tax and assessment practices were examined in the models dealing with urban blight. It was found that assessment practices that used depreciated value rather than market value as the basis for assessment would encourage urban blight. Similarly, the level of the tax could also be detrimental to the level of housing services that are offered. A model of individual entrepreneurial behavior was used in examining the impact of the property tax on capital density. It is shown that the level of the property tax has no bearing on capital density, but the composition of the tax (tax on land versus capital) can have important effects. The various causes of leapfrogging are discussed. It appears that any impact of the property tax is overshadowed by other forces at work in the urban environment. In fact, some of the research reviewed implies that the property tax may actually inhibit leapfrogging.

This awareness includes a recognition of certain undesirable consequences of past Federal, State, or local tax policies and practices. Although there is no single overall Federal policy on the use of public or private land, the Federal Government has a special interest in the effect of taxes on land use. One of the most important sources of State and local revenues is property taxes which generally consists of a dual tax levied on the land and its improvements. The present system of property taxation tends to overtax improvements and undertax land. This provides a disincentive to maintain or improve urban property or develop urban land to its highest use. Property taxes on agricultural land, if assessed on the basis of potential market value, can be a heavy burden on the owner. A 1973 study showed, in several cities, a systematic overassessment of properties in blighted and declining neighborhoods and an underassessment of properties in stable and improving neighborhoods. The study concluded that the most urgent property tax reform is to equalize effective tax rates across neighborhoods within the same city to share the costs of public services more evenly and not penalize deteriorating neighborhoods. Major issues that need to be dealt with include: a need for coordinated action by all concerned Federal agencies to harmonize tax policies with national policy objectives, identification of inconsistencies between tax provisions and specific national goals and programs, and development of alternative strategies to achieve national objectives.

Book excerpt: We analyze the spread of use-value assessment (UVA) programs applied to agricultural and rural land for property tax purposes across the 50 states. Taxing such land on the basis of its current use in agriculture rather than its full market value can confer significant property tax reductions on owners of the land. Effects are often substantial for land near large urban areas. Using a time-to-event model, we find, as others have posited, that a driving force behind the spread of UVA has been the secular trend toward urbanization across all 50 states. We also find that models of collective action do a good job of explaining the spread of UVA. Urbanization and divergence of the values of agricultural and nonagricultural land are critical to the spread of UVA. However, other important factors include changes in average farm size and changes in agriculture's share of state income. We find that in states where average farm sizes increased more rapidly, legislatures were quicker to adopt UVA. That finding is consistent with an increased concentration of agricultural interests. We also find that states where agriculture's share of state income declined more rapidly also were quicker to adopt UVA. That finding, too, is consistent with models of collective action. As groups become smaller, the burden of subsidizing them also falls. Note that although the findings are consistent with models of interest group behavior, they are at odds with traditional voting models.
