Book excerpt: This study analyzed changes in institutional effectiveness and state funding during the first three years of Performance Based funding (PBF) measures in Ohio. This study additionally examined changes to horizontal fiscal equity in the state of Ohio's comprehensive community colleges for the first 3 years after the implementation of performance funding. Statistical measures recognized in public school finance were used to estimate changes in horizontal fiscal equity on Ohio's funding distribution for the 15 public comprehensive community and state community colleges following the implementation of Performance-Based funding.The study population consisted of the 15 comprehensive community and state community colleges in Ohio. Descriptive statistics were used to evaluate the effect of performance funding on the effectiveness (measured by success points) and funding changes (measured by FTE funds) of Ohio's comprehensive community colleges. Horizontal fiscal equity between the schools was assessed using range, coefficient of variation, and Gini coefficient statistics.During the period covered by this study, the PBF model appeared to have made the study institutions more effective, based on the number of institutions (13) that had an increase in success points per FTE over the study period. With the exception of 2 schools, all institutions showed a positive percentage increase in success points over the study period. Institutions were then ranked based on changes to State Subsidy funds allocated during the study period. Among the 15 institutions, 6 improved their ranking and 9 declined in ranking. With respect to actual dollar changes per FTE, 9 institutions increased in State Subsidies and 6 decreased. Based on both dollar changes and state rankings, the State Subsidies per FTE changed considerably since FY2010. Range-related statistics indicated an increasing trend toward inequity in the system, as did coefficient of variation and Gini coefficient analyses. The inequity was small but increasing as each year of the study progressed and more State Subsidy funds were allocated to schools based on success points. Implications of the findings and areas for further research were discussed.

In 2015, Ohio legislators approved legislation, allocating more than half of state support for public institutions to a funding formula based on course completion, credit-hour milestones, and degree/certificate completion or transfer (Fain, 2015; Snyder, 2015). This quantitative study examined the perceptions of 1,055 administrators from 22 public community colleges in Ohio of the new performance-funding formula and whether institutional characteristics affected their perceptions. The study was framed by Pfeffer and Salancik's (1978, 2003) theory of resource dependence. Unlike studies that suggest knowledge of performance-funding rarely makes it below the level of senior administrators, this study's findings suggest performance-funding plays a role in widespread institutional behavior change. Results include several implications for higher education practice, including increased institutional awareness of performance, changes in student and instructional services, and clear and timely communication of the new performance-funding program at all levels, among others.

Book excerpt: This research utilized a two-part, mixed-methods approach to analyze the impact of the Performance Based Funding: PBF funding model at Ohio`s thirteen bachelor's-degree-granting public universities. The State of Ohio added four student success measures to the university funding formula, referred to as State Share of Instruction (SSI), beginning in 2010. This research study examined changes in the student success outcomes measures at all bachelor's-degree-granting universities during a six-year period, beginning in 2009, to assess performance changes statewide. Interviews were conducted with university provosts to assess their perception of the impact the PBF model has had at their respective universities. The findings indicated that university performance, as measured by student outcomes, has improved in response to the PBF model. Further, universities have implemented operational changes designed to improve student success outcomes, including monitoring student progress and increasing student advising. The findings also revealed a pattern of (a) universities increasing their admission standards as a way to improve student outcomes and (b) declines in SSI funding during the six-year period between 2009 and 2014.

Book excerpt: Changes in the funding structure of higher education through performance-based funding (PBF) formulas have resulted in a political reform agenda centralized on fiscal efficiency. This points to the emergence of PBF in changing the landscape of higher education towards neoliberal concepts, deviating higher education as a public good. Current PBF formulas, like the one the State of Ohio’s public leaders of higher education proposed in 2012, are designed to address both completion and equity. However, Ohio significantly lags other states for access to quality higher education despite being an early adopter of PBF. Thus, this calls to question the underpinnings of PBF in Ohio. Therefore, the following research study will explore public, four-year institutional leaders’ organizational sensemaking in proposing PBF and critically examine who benefits or is disadvantaged by PBF in Ohio. This will be accomplished through Foucauldian discourse analysis using the theoretical framework of holistic organizational sensemaking through the lens of poststructuralism. The study revealed public, four-year institutional leaders were required to implement a PBF formula by the Ohio governor and sought compliance with the reform as a way to deflect future and unwanted public policy. Moreover, this study identified the public, four-year institutional leaders adopted neoliberal language through the recommendation process, thus rejecting the traditions of higher education in relation to public good. Lastly, the findings highlight public, well-resourced, research institutions benefitted from the recommendations of PBF 2.0.

Meanwhile, the number of of degree completers within five years remained unchanged in both the sectors, suggesting that strict achievement requirements only improve program efficiency but not overall productivity in terms of degree attainment. Lastly, the policy effects are largely driven by community college students and students whose high school GPA is at or below the median. This implies that schooling decisions that the policy is intended to influence are mostly concentrated among those students. In the second essay, I discuss how well machine learning (ML) techniques predict the chance of postsecondary credential attainment for students who started at community colleges. Among community college leaders and others interested in reforms to improve student success, there is growing interest in adopting ML techniques to predict credential completion.

State legislators in California have implemented a performance-based funding model for community colleges, and little is known as to the possible impacts of such funding for the nation's most extensive system of public higher education, the California community college system. The purpose of this study was to consolidate comprehensive information that would provide campus leaders a tool in streamlining their campus conversations and needed guidance to local governing boards to develop a sound set of policies to capitalize on this new funding reform. Specific actions taken by California community colleges as a result of performance-based funding and the campus-wide responses to these actions have yet to be consolidated and applied to local college campuses in California. The research derived through this case study defines these actions and the impact, if any, of stakeholder responses. Additionally, the research was intended to develop an understanding of the how Canyon College has implemented performance-based funding and what, if any, are the impacts on the campus from the implementation efforts. The collection of qualitative data was through interviews with Canyon College stakeholders as well as observations of college-wide meetings and the review of relevant literature and legislative impacts on higher education. This focus includes analysis of college-specific documents, interviews of persons deeply involved in performance-based funding reform at the college, and focus groups with individuals who had experienced firsthand the impact of such funding models at the local college level.
