Book excerpt: By employing the difference Generalized Moment of Method (GMM) and the Pooled Mean Group (PMG) methods, the paper analyzes the role of foreign direct investment (FDI) and other factors in economic growth in Vietnam in the period 2000-2015. Besides, the paper clarifies the spillover effects of FDI to other variables in the model through Granger causality test. The research collects the most balance updated data from 43 provinces or cities to run regressions. For the first time, the recurrent expenditure variable is put into the model. The fact of encoding geography control variable instead of dummy one as previous studies is another novelty of the paper. The results indicate that FDI has a positive and significant impact on Vietnamese economic growth in the long-term. Moreover, it also affirms the two-way causal relationship between FDI and other independent variables as private investment, labor force, tax revenues, infrastructure, trade openness and technology gap. This will serve as a basis for mapping out policies over FDI to boost economic growth in the coming time.

Book excerpt: The main purpose of this paper is to investigate the impact of foreign direct investment (FDI) on economic growth in Vietnam over the five-year post-crisis period of 2010-2014. In addition, it also provides a comparative analysis with the pre-crisis period to yield greater insight into how the FDI-growth nexus evolved over time and under different economic conditions. Our empirical work is based on a panel data set containing 63 provinces in Vietnam. We start our analytical section by examining the FDI-growth relationship using two simple ordinary-least-square (OLS) models, where FDI and economic growth are the dependent variables and are regressed on a number of other factors that seemingly influence FDI and growth. With an awareness of the possible endogeneity bias, we re-estimate our model using the simultaneous equation approach, employing the two-step system generalized method of moment (GMM) estimator. We complement our study by re-estimating the model on the pre-crisis sample during the period 1999-2006. Then, we re-run our regressions on the full-sample setting and take into account the possible effect of the 2007/2008 crisis by incorporating the crisis dummy variables (D2007 and D2008) to shed more light on the impact of the crisis on FDI and economic growth. Overall, we find some evidence of the simultaneous relationship: increased inward FDI promotes economic growth, while at the same time, greater growth could help the country to attract additional FDI capital. However, this bi-directional relationship only existed in the post-crisis period, and not in the pre-crisis time. During the pre-crisis period, growth does not exhibit a significant impact on FDI, while FDI is found to be an important driver of growth. In our full-sample setting, we find a robust positive significant influence of FDI on economic growth. However, economic growth, again, does not exhibit a significant positive impact on FDI. Some other factors, including domestic investment, market size, exports, level of trade openness and infrastructure development, either promote economic growth or inward investment. We also find some evidence suggesting that Vietnam should invest more in human capital to obtain a sufficient absorptive capability in order to benefit from advanced technologies and knowledge transfers that accompany inward FDI. In the end, our empirical findings suggest that the country should implement a more 'open door' policy to exploit further benefits from additional FDI inflows.

FDI is expected to bring many benefit to recipient countries, however there are also many potential disadvantages from a development point of view (Thirlwall, 2011). This paper will estimate the empirical impact of FDI on GDP growth of Vietnam during the period 1990-2013 and compare the impact between two divided periods: post and after the WTO accession of Vietnam in 2007. Firstly, the result shows that for the whole period, FDI has statistically and economically contribute to the growth of GDP in Vietnam. Secondly, the estimated result provides an evidence that FDI might have crowding out effect on domestic investment. Finally, it is shown that before joining the WTO, domestic source of investment has larger impact than FDI on GDP growth. But after the WTO accession there is weak statistical evidence to support the expectation that the impact of FDI on Vietnam's economic GDP growth has increased.

These renovation (doi moi) policies were successful at generating economic growth and reducing poverty. In the ten-year socioeconomic strategy endorsed by the Ninth Party Congress in April 2001, the authorities further articulated their development objectives in terms of economic growth and poverty reduction. To reach these objectives, the government indicated that its structural reform priorities were to change Vietnam's trade and financial policies, liberalize the climate for private investment, increase the efficiency of public enterprises, and improve governance. The author argues that the pace of implementation of trade reform-which has been impressive so far-is raising new challenges. On one side, fast liberalization of trade reform may soon conflict with the slow pace of implementation of other reforms, including restructuring of state-owned enterprises and state-owned commercial banks. On the other side, Vietnam would greatly benefit from fast implementation of trade reform and particularly fast accession to the World Trade Organization (WTO), especially after China's recent WTO accession. Auffret concludes that implementation of trade reform will be a testing ground to reveal the extent of Vietnam's commitment to a market-oriented economy.
